Interventional and Diagnostic Radiology Services – Regina General Hospital
1. PURPOSE
The purpose of this document is to identify potential qualified vendors for the provision of continuous interventional and diagnostic radiology services at Regina General Hospital.
Despite this EOI being posted on SaskTenders, this EOI relates to the provision of "health services" as described in Canadian Free Trade Agreement and the New West Partnership Trade Agreement, and this procurement is therefore not subject to those trade agreements.
We invite interested radiology groups to demonstrate their expertise and commitment to providing outstanding care by responding to this Expression of Interest.
2. BACKGROUND
Regina General Hospital is a tertiary care centre and offers a full range of Medical Imaging services including radiography, ultrasound, fluoroscopy, MRI, computed tomography, and interventional radiology. A table outlining the various service volumes can be found in Appendix A.
A lack of radiologist capacity in Regina has led to gaps in the provision of service, particularly for interventional radiology. Capacity for breast imaging and intervention has also been a challenge in the city of Regina.

3. CURRENT STATE
Radiologist services in Regina have been provided by radiologists employed through individual contracts along with radiologists working as part of radiology groups.
The SHA currently has insufficient radiologists to meet the patient imaging demands required at a tertiary facility, most notably for the delivery of on-site procedures. Challenges also include a lack of radiologist engagement with the larger department of medical imaging, insufficient support for
healthcare professionals outside of medical imaging, and lack of professional input into prioritization and appropriateness of imaging studies.
The largest impact is related to interventional radiology where the service is regularly unavailable due to a lack of trained radiologists. Capacity to support breast imaging and intervention is also a concern.
4. CURRENT AND SHORT-TERM NEEDS
This EOI is for the provision of radiologist services for in-hospital imaging at Regina General Hospital, including the provision of on-call consultant and interpretive services.
Proponents must be able to provide interventional radiologist services, including on-call services.
Proponents are also invited to offer interpretive radiology services as part of their proposal. This may include some fraction of, or all of, the volume of interpretive radiology services offered at Regina General Hospital.
The ability to provide breast imaging services, including breast biopsy, would be advantageous. Such services will be provided at the Breast Health Centre in Regina and not at the Regina General Hospital.
