These postcards must be printed and delivered to all North Carolina households no earlier than September 17, 2026, and no later than October 8, 2026. The number of households in NC is projected to be about 5 million in 2026.This RFQ is for the printing, mail processing, and postage for each postcard mailing, plus delivery to each USPS sectional center facility (SCF) in North Carolina.If we do not purse this procurement, we would not be able to print and distribute a Judicial Voter Guide timely for the 2026 Midterm election as required by law until money in a special fund is depleted.

In compliance with this Invitation for Bid (IFB), and subject to all the conditions herein, the undersigned Vendor offers and agrees to furnish and

deliver any or all items upon which prices are bid, at the prices set opposite each item within the time specified herein.

By executing this bid, the undersigned Vendor understands that false certification is a Class I felony and certifies that:

 this bid is submitted competitively and without collusion (G.S. 143-54),

 none of its officers, directors, or owners of an unincorporated business entity has been convicted of any violations of Chapter 78A of

the General Statutes, the Securities Act of 1933, or the Securities Exchange Act of 1934 (G.S. 143-59.2), and

 it is not an ineligible Vendor as set forth in G.S. 143-59.1.
