STATE BUILDING COMMISSION - SELECTING CRITERIA
In selecting designers, the selection committee should take into consideration qualification information including
such factors as:
1. Specialized or appropriate expertise in the type of project.
2. Past performance on similar projects.
3. Adequate staff and proposed design or consultant team for the project.
4. Current workload and State projects awarded.
5. Proposed design approach for the project including design team and consultants.
6. Recent experience with project costs and schedules.
7. Construction administration capabilities.
8. Proximity to and familiarity with the area where the project is located.
9. Record of successfully completed projects without major legal or technical problems.
10. Other factors which may be appropriate for the project.
STATE BUILDING COMMISSION - SUBMITTAL CRITERIA
Proposing firms must submit THREE (3) copies of the Letter of Interest and THREE (3) copies of your current
Standard Form 254 (SF 254) with the information package. The current SF 254 template is located at
http://ncadmin.nc.gov/businesses/construction/forms-documents which is the State Building Commission approved
form.
In the interest of cost-savings to the designers, consistency of the submittals and more efficient use of time by the
pre-selection committee, the submitted information package should not include any notebooks, binders, tab, clips,
etc. The format should be 8-1/2" x 11" pages stapled in the upper left-hand corner. The Letter of Interest should not
exceed ten (10) single-sided pages or five (5) double-sided pages plus the SF 254.
E-mail and Fax submittals will not be accepted.

Request for Designer Services at Asheville-Buncombe Technical Community College
A-B Tech will be upgrading and expanding its outdated security systems at its Main
Victoria Road Campus, Woodfin Campus, Enka Site, and Madison Site. The upgraded
systems will cover all 27 buildings across the four locations.
The Security Camera System replacement and expansion portion will be integrated
with our New SCIF-funded Door Access Control System that our Police Department
handles. This will ensure that our Police have College wide monitoring capabilities.
The Emergency Annunciator System is used by our Police Department and our
Emergency Operations Center team to protect, advise and direct via live and or
recorded messages the campus population in the event of weather, disaster, or other
critical emergency situations. Indoor speakers are located throughout every building
on the four campuses and exterior loudspeakers are strategically located at each of
the above-named campuses. The exterior sound system is robust enough to also alert
the surrounding community of any event that might impact their safety. The system is
over 15 years old and has minimal preventive maintenance and only one upgrade
during that time. The failure of this system during an emergency would be a severe life
safety failure and a liability that the college could not absorb. We are looking for
assistance on a Design Build for this piece. This project will also encompass some
construction with renovating an area in our Simpson Administration building for
expanding our Emergency Operations Center. The Pandemic and then Hurricane
Helene helped us better understand what type of dedicated space we need for when
Emergencies occur. The area is currently a small EOC and then some offices that will
be torn down and reconfigured for an EOC. We also want to add a Generator to the
Simpson building that could be used along with the EOC.
