Summary
PURPOSE

The Ohio Department of Mental Health and Addiction Services (OhioMHAS) is seeking proposals from qualified contractors to provide a 340B split billing software that will determine 340B eligible prescriptions from non-eligible prescriptions based on qualifying event.  From eligible prescriptions, this software will provide medications to be ordered at 340B pricing.  Software should also provide 340B audit preparation and protection
BACKGROUND

Central Pharmacy Inpatient (CPI) at Ohio Pharmacy Services (OPS) fill prescriptions for the Department of Rehabilitation and Corrections (DRC), Department of Youth Services and several county jails.  Only prescriptions filled for DRC may be eligible for 340B pricing.  CPI needs a software to electronically differentiate 340B eligible form non-eligible prescriptions so that CPI can maintain a single inventory.  Based on daily 340B qualified prescriptions, this software shall determine medications that may be ordered at 340B pricing.
SCOPE OF WORK AND DELIVERABLES

OPS is looking for a supplier to provide 340B spilt billing software that will establish a connection between Athneahealth Electronic Health Record (EHR) and Fusion Correctional Institution Pharmacy System (CIPS) that meets all regulatory requirements for the 340B program.
Deliverables:

MINIMUM QUALIFICATIONS OF CONTRACTOR


Software vendor must have successfully implemented their 340B solution to interface with Athenahealth EHR and properly function with correctional pharmacy software CIPS by Fusion. Software must meet all regulatory requirements for the 340B program.

Contractor shall not be subject to an “unresolved” finding for recovery under Section 9.24 of Ohio Revised Code.

Process
Evaluation Process

OhioMHAS’s evaluation process of responses submitted to this request may consist of up to four distinct phases:
  1. OhioMHAS’s initial review of all proposals for timely submission;
  2. An evaluation committee review of the proposals for defects and scoring;
  3. OhioMHAS’s request for more information (clarifications, interviews, presentations, and/or demonstrations); and,
  4. Negotiations or best offer requests.

At its sole discretion, OhioMHAS will determine whether phases three and/or four are necessary under this RFP, reserving for itself the ability to eliminate or add phases three or four at any time during the evaluation process. OhioMHAS may add or remove sub-phases to phases 2 through 4 at any time if MHAS believes doing so will improve the evaluation process.

Proposal Evaluation Criteria

In the proposal evaluation phase, OhioMHAS staff or reviewers selected by OhioMHAS (the committee) will rate the proposals submitted in response to this RFP based on the following criteria and weight assigned to each criterion.

Project Plan and Methodology: Provides a clear, complete timeline and plan for setup, data validation, and go-live. Timeline must outline project milestones, risk management strategies, covers training, configuration, and data file transfer. 20
Cost Proposal: Competitiveness of the cost proposal in relation to the scope of work and deliverables. 20
Training and Support: Includes user training, customer support, and service response plan. 5
