USCIS OCON justified an exception to fair opportunity pursuant to FAR 16.505(b)(2)(i)(C) for the procurement of DevSecOps services to operate and maintain major USCIS systems from Highlight Technologies, Inc in Fairfax VA 22030, under its CIO-SP3 Small Business contract number 75N98119D00020, order number 70SBUR21F00000124.
The extension of non-severable services was necessary to continue the final phase of work updating the reception points to Windows 11 including security certificates, Q-flow sites, user reports, and releases. The work will also continue to develop and deploy parts of the I-485 form. This work, in addition to security maintenance of major USCIS systems, must continue while USCIS proceeds with its competitive.
Highlight has been satisfactorily performing these services since July 2021 and the development teams continue to actively work the priorities outlined above.
