The City of Greenville, Pitt Community College, along with local and private partners are working together to
create the 50-in-10 Affordable Housing Initiative. The goal is to build 50 affordable homes in and around the
West Greenville area, within the next 10 years. Beginning in August 2025, the City of Greenville & Pitt Community
College began constructing two affordable homes that will be located on 703 West 5th Street and 705 West 3rd
Street. The homes will consist of 3 bedrooms and 2 bathrooms at approximately 1300-1500 sq. ft. We are
seeking proposals from licensed general contractors. It is the intent of this RFP to have the successful contractor
enter into a Construction Services Contract with the City, for a period of one year. The requirements for submitting
a Proposal are stated in the attached Request for Proposal (the "RFP").
Sealed proposals endorsed House Setup and Site Development Services to be furnished to the City of Greenville
(the "City") will be received by the Community & Development Services Department, Community
Development Division at 201 W. 5th Street, Greenville, NC by May 20, 2026 at 9:00 AM EST. The City reserves
the right to reject any or all proposals.

SECTION ONE
GENERAL INSTRUCTIONS
1. READ, REVIEW AND COMPLY: It shall be the Vendor's responsibility to read this entire document, review all
enclosures and attachments, and any addenda thereto, and comply with all requirements specified herein,
regardless of whether it appears in these Instructions to Vendors or elsewhere in this RFP document.
2. LATE PROPOSALS: Late proposals, regardless of cause, will not be opened or considered, and will automatically be
disqualified from further consideration. It shall be the Vendor's sole responsibility to ensure delivery at the
designated office by the designated time.
3. ACCEPTANCE AND REJECTION: The City reserves the right to reject any and all proposals, to waive any informality
in proposals and, unless otherwise specified by the Vendor, to accept any item in the proposal.
4. WITHDRAWAL OF PROPOSAL: No proposal may be changed or withdrawn after the time of the proposal due date.
Any modifications or withdrawals requested before this time shall be acceptable only when such a request is made
in writing to the Financial Services Manager.
5. CONFLICT OF INTEREST: Each proposer shall affirm that no official or employee of the City of Greenville is directly
or indirectly interested in this proposal for any reason of personal gain.
6. LOCAL PREFERENCE: The City of Greenville has adopted a Local Preference Policy, Resolution No. 056-13, and a
Professional and other Services Policy, Resolution No. 057-13 that may pertain to this project. For more

7. TAXES: Sales taxes may be listed on the proposal, but as a separate item. No charge will be allowed for Federal
Excise and Transportation tax from which the city is exempt.
8. CITY RIGHTS AND OPTIONS: The City, at its sole discretion, reserves the following rights:
* To supplement, amend, substitute or otherwise modify this RFP at any time.
* To cancel this RFP with or without the substitution of another RFP.
* To take any action affecting this RFP, this RFP process, or the Services subject to this RFP that would be in the
best interests of the city.
* To issue additional requests for information or clarification from Offerors or to allow corrections of errors or
omissions.
* To require one or more Service Providers to supplement, clarify or provide additional information for the city
to evaluate the Responses submitted.
* To negotiate a contract with a Service Provider based on the information provided in response to this RFP.

9. PUBLIC RECORDS: Any material submitted in response to this solicitation will become a "public record." Proposers
must claim any applicable exemptions to disclosure provided by law in their response to this RFP. Proposers must
identify materials to be protected and must state the reasons why such exclusion from public disclosure is
necessary and legal. The City reserves the right to make all final determination(s) of the applicability of North
Carolina General Statutes 132-1.2, Confidential Information.
10. ACCURACY OF SOLICITATION AND RELATED DOCUMENTS: Each Company must independently evaluate all
information provided by the city. The city makes no representations or warranties regarding any information
presented in this RFP, or otherwise made available during this procurement process, and assumes no responsibility
for conclusions or interpretations derived from such information. In addition, the City will not be bound by or be
responsible for any explanation or conclusions regarding this RFP or any related documents other than those
provided by an addendum issued by the City. Companies may not rely on any oral statement by the city or its
agents, advisors, or consultants. If a Company identifies potential errors or omissions in this RFP or any other
related documents, the Company should immediately notify the city of such potential discrepancy in writing. The
City may issue a written addendum if the City determines clarification necessary. Each Company requesting an
interpretation will be responsible for delivering such requests to the City's designated representative as directed
in RFP Section Three.
11. EXPENSE OF SUBMITTAL PREPARATION: The City accepts no liability, and Companies will have no actionable
claims, for reimbursement of any costs or expenses incurred in participating in this solicitation process. This
includes expenses and costs related to Proposal submission, submission of written questions, attendance at pre-
proposal meetings or evaluation interviews, contract negotiations, or activities required for contract execution.
12. PROPOSAL BINDING: By submitting a proposal, the proposer affirms that they have thoroughly reviewed and are
fully familiar with the scope of services outlined in this RFP and possess the qualifications, experience, and
capacity to perform the required work in a professional and workmanlike manner. The proposer further affirms
their ability to perform under a one (1) year contract term, including completing each home within approximately
forty-five (45) to sixty (60) days from issuance of the Notice to Proceed, in support of the City's 50-in-10 Affordable
Housing Initiative.
SECTION TWO
PROCEDURES
To support this effort, the City is soliciting proposals from qualified contractors to provide House Setup and Site
Development Services for two (2) residential structures located on designated City-owned lots in West Greenville.
The selected contractor will be responsible for completing all necessary site work, including foundation installation,
utility connections, and associated site improvements for each home.
The initial and primary work under this contract will include the setup of two (2) homes located at 703 West Fifth
Street (Parcel #11383) and 705 West Fifth Street (Parcel #1710).
The intent is to enter into a Construction Services Contract with the selected firm for a period of one (1) year to
provide house setup and site development services as outlined in this Request for Proposals (RFP). The City reserves
the right to utilize the selected contractor for additional similar services during the contract term, as needed.

1. Background
The 50-in-10 Affordable Housing Initiative reflects the City's commitment to increasing access to safe, decent,
and affordable housing while fostering neighborhood revitalization in West Greenville. This initiative
represents a collaborative effort between the City of Greenville, Pitt Community College, and local partners to
create long-term housing opportunities for low-to-moderate income households.
The success of the initiative depends on the proper installation and completion of quality homes, including
foundation work, utility connections, and site improvements. It is essential that each home is completed
efficiently, meets all applicable codes and standards, and is ready for occupancy in alignment with program
goals. The contractor(s) selected through this RFP will play an integral role in advancing the City's housing
strategy.
2. Description of Services (Scope of Work)
To achieve the City's goals and fully utilize the contractor's expertise, the City of Greenville requires the
following services:
A. Scope of Services
The successful contractor shall furnish all labor, materials, equipment, and supervision necessary to complete the
following and agree to a contract with the City to provide the following including but not limited to:
1. Footing and Foundation Construction
The contractor shall provide all labor, materials, equipment, and supervision necessary to complete footing
and Excavate and prepare sites for footing and foundation installation
* Align structures in accordance with approved site and plot plans (see Attachment D for parcel-specific
layouts)
* Ensure proper elevation, leveling, and stabilization of the structure
* Obtain all required permits, including building, plumbing, electrical, and mechanical
* Install anchoring systems, including Simpson straps embedded in concrete and connected to footing
rebar to secure the structure to the foundation
* Construct reinforced concrete footings designed to support a CMU block foundation
* Construct a continuous CMU block foundation (minimum four (4) blocks in height) extending around
the entire perimeter of the structure with no gaps or breaks
Apply oversized brick veneer finish at all exposed foundation areas, including front and side porches/decks, as
indicated on approved plans (see Attachment D where applicable)
Install foundation vents in accordance with the North Carolina Building Code

* Construct porches and decks using concrete with oversized brick veneer finish in accordance with
approved design plans
* Install a two (2) car driveway in accordance with the approved design and layout of each home (see
Attachment D), with a minimum width of eighteen (18) feet and length of twenty-one (21) feet,
extending from the side of the home to the sidewalk
* Perform all necessary measurements, grading, removal, and replacement required to form and pour
driveways and walkways in accordance with approved site plans foundation construction, including
but not limited to the following:
* Ensure driveways located within the right-of-way have a minimum thickness of six (6)
inches
2. Crawl Space
The contractor shall:
* Install R-19 insulation in the crawl space
* Install a minimum 6-mil vapor barrier in accordance with applicable codes and standards
3. Attic Insulation
The contractor shall:
* Install R-38 attic insulation in accordance with applicable building codes
4. Site Improvements
The contractor shall:
* Grade the site in accordance with the approved plot plan to ensure proper drainage
* Implement erosion control measures as required
5. Electrical Work
The contractor shall:
* Coordinate with Greenville Utilities Commission (GUC) for all service requirements and locations
* Install electrical service using a four (4) wire entry cable to the interior panel box
* Install meter base/combo and all related electrical components in accordance with GUC Engineering
requirements
* Complete all electrical work necessary to meet applicable codes and inspection requirements
6. Plumbing Work
The contractor shall:
* Connect to existing plumbing system drops beneath the structure and tie into the City water and sewer
system
* Install cleanouts in accordance with plumbing code requirements
* Perform pressure testing of all plumbing systems to ensure proper operation
7. Mechanical (HVAC) Work
The contractor shall:
* Reconnect the exterior HVAC split system condenser unit and all associated thermostat and electrical
components

* Install an electrical outlet within twenty-five (25) feet of the unit, if not already present
* Install dryer vents terminating at the exterior of the structure in compliance with applicable codes
8. Landscaping
The contractor shall:
* Install one (1) large tree and two (2) small trees
* Ensure a minimum of fifty percent (50%) of all on-site vegetation consists of native species
* Provide trees meeting the following minimum standards:
Large trees: ten (10) feet in height with a two (2) inch caliper
o
Small trees: ten (10) feet in height
o
* Install a minimum of fifteen (15) shrubs, each at least eighteen (18) inches in height, around the front and
sides of the foundation
* Perform final grading of the entire yard to ensure positive drainage
* Seed and stabilize the entire disturbed area
9. Project Timeline
The contractor shall:
* Provide a detailed project schedule outlining all phases of work
* Complete each home within [45-60 days] of Notice to Proceed, weather and inspection permitting
B. INSURANCE REQUIREMENTS - Contractor shall maintain at its own expense (a) Commercial General Liability
Insurance in an amount not less than $1,000,000 per occurrence for bodily injury or property damage; City of
Greenville, North Carolina, 200 W. Fifth St. Greenville, NC 27834 shall be named as additional insured. (b)
Professional Liability insurance in an amount not less than $1,000,000 per occurrence-if providing professional
services; (c) Workers Compensation Insurance as required by the general statutes of the State of North
Carolina and Employer's Liability Insurance not less than $1,000,000 each accident for bodily injury by
accident, $1,000,000 each employee for bodily injury by disease, and $1,000,000 policy limit; (d) Commercial
Automobile Insurance applicable to bodily injury and property damage, covering all owned, non-owned, and
hired vehicles, in an amount not less than $1,000,000 per occurrence as applicable. Certificates of Insurance
shall be furnished prior to the commencement of Services

C. TERM OF CONTRACT - The contract term shall be for a period of twelve (12) months from the date of
award. The initial project under this contract shall include house setup and site development services for
the two (2) homes located at 703 West Fifth Street and 705 West Fifth Street.
Each home shall be substantially completed within approximately forty-five (45) to sixty (60) calendar days
from issuance of the Notice to Proceed, weather conditions and required inspections permitting.
D. EVALUATION AND AWARD PROCESS - Issuance of this Request for Proposal (RFP) and receipt of proposals
does not commit the City to award a contract. The City reserves the right to postpone receipt date,
accepting or rejecting any or all proposals received in response to this Request for Proposal (RFP), or to
negotiate with the company submitting an RFP or cancelling all or part of this Request for Proposal (RFP).
E. CONTRACTOR ELIGIBILITY REQUIREMENTS
All licenses to do business in the State of North Carolina must be proper and valid. A copy of all insurance
information and licenses shall be included with the bid package.
All new vendors, including subcontractors/consultants, must register with the City of Greenville's online
portal prior to the rendering goods and services.
Registration as a vendor with the City of Greenville is the responsibility of prime or subcontractor/consultant
and requires the prospective new vendor to submit a W-9, and complete the registration through the City's
vendor portal at the following web address: https://cityofgreenvillenc.munisselfservice.com/vss.
If the prospective new vendor is only providing service(s) as a subcontractor/consultant, submission of
payment information is not necessary at the time of registration.
Proposers must demonstrate:
A valid North Carolina contractor's license.
At least three (3) years of experience in tree removal, land clearing, and grading.
Access to necessary equipment and trained personnel.
Adequate insurance coverage (general liability, workers' compensation, auto liability).
