This solicitation is being conducted under FAR Part 13 Simplified Acquisition Procedures (SAP), and FAR Part 12, Acquisition of Commercial Items.
This combined synopsis-solicitation is set-aside 100% for Service-Disabled Veteran Owned Small Business (SDVOSB)

The Department of Veterans Affairs, Network Contracting Office (NCO) 8, San Juan Services Team is seeking to award a Blanket Purchase Agreement (BPA) for Cable Drops Installation Services at the VA Caribbean Healthcare System (VACHS) in Puerto Rico. Resulting BPA will be a single award for a period of performance consisting of a one-year base period, plus four (4) one-year option periods, to be exercised at the governments discretion.

Detailed specifications and requirements are provided in the Attached document: Attachments RFQ 36C24825Q0285-Cable Drops Installation Services at VACHS, which contains the Price/Cost Schedule, Performance Work Statement (PWS), Instructions to Offerors/Quoters, Clauses, and Provisions.
The following solicitation provisions apply to this acquisition:
FAR 52.212-1, Instructions to Offerors Commercial Products and Commercial Services (SEP 2023), applies to this acquisition. Addenda to this provision is applicable and contain the evaluation criteria and basis for award. The document is attached. Offerors shall carefully read the addendum which provide further information regarding this requirement and the minimum information/documentation that shall be submitted with the quote.
52.212-3 Offeror Representations and Certifications Commercial Products and Commercial Services (MAY 2024). Offerors shall complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required.
The following contract clauses apply to this acquisition:

FAR 52.212-4, Contract Terms and Conditions Commercial Products and Commercial Services (NOV 2023), applies to the acquisition.
FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Products and Commercial Services (JAN 2025), applies to this acquisition.
BPA award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR Part 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.
To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"
Quoter shall list exception(s) and rationale for the exception(s), if any.
