The City of Lathrop is seeking proposals from qualified firms to develop a Comprehensive Safety Action Plan that includes a Vision Zero Action Plan and a Safe Routes to School component. The plan will help the City identify safety needs, prioritize improvements, support future funding applications, and guide future implementation efforts.

A. GENERAL INFORMATION
The City of Lathrop (City) is requesting proposals from firms interested in providing professional
engineering consulting services to develop the City's Comprehensive Safety Action Plan (Plan)
that integrates a Vision Zero Action Plan and a Safe Routes to School component. The City's Plan
will be led by a Vision Zero Task Force (VZTF), consisting of representatives of key agencies,
departments, and members of the community. The VZTF will oversee progress toward Plan goals
and action items, and help integrate new safety projects into capital improvement plans and future
development. The Plan will review current practices, policies, and guidelines through a lens of
roadway safety and will help establish new policies and procedures that emphasize a forgiving and
multimodal circulation network. The Plan will include an in-depth safety assessment of the City's
road network to identify crash trends and safety needs and isolate collision hotspots and their
relationship with vulnerable users and disadvantaged communities.
The City intends for the Plan to serve not only as a policy and planning document, but also as an
implementation-ready framework to help the City prioritize capital improvements, support future
grant applications, and advance recommended projects into later design and construction phases
as funding becomes available.
B. BACKGROUND
The current population within the City is approximately 37,033 as of January 2024 (California
DOF, 2024). The City has experienced significant growth and anticipates growth to continue in
the future given the existing entitlements for several large residential developments.
Additionally, the City has received Safe Streets and Roads for All (SS4A) federal grant funding to
undertake the development of the plan. The purpose of this Request for Proposals (RFP) is to seek
a consultant to assist the City with the development of a Comprehensive Safety Action Plan that
integrates a Vision Zero Action Plan and a Safe Routes to School component to further its goals
of reducing fatalities and severe injuries on its roadways.
This procurement is for professional engineering consulting services only and does not authorize
construction, alteration, repair, or installation of public improvements; however, any future
construction contract funded in whole or in part with federal assistance arising from this program
shall include all applicable federal requirements, including Davis-Bacon prevailing wage
requirements when applicable.
Any future design, procurement, or construction contract arising from this SS4A-funded effort
shall be subject to the federal and state requirements applicable to that future contract, as
determined by the funding source, project scope, and legal requirements in effect at the time of
procurement, which may include environmental review, civil rights and Title VI, labor and
workforce requirements, Build America, Buy America, small and disadvantaged business
requirements, and prevailing wage requirements when applicable.

The City's Plan aims to eliminate traffic fatalities and serious injury crashes on City streets by
establishing a Vision Zero policy to be formally adopted by the City Council; developing a Local
Road Safety Plan to assess the health of the City's road network and identify high-injury locations;
creating an effective safety countermeasure toolbox that also incorporates design elements
focusing on neighborhood traffic calming, active transportation, complete streets, and safe routes
to school; and creating a Task Force and monitoring system to actively observe the City's progress.
C. ANTICIPATED SCOPE OF SERVICES
A detailed scope of services and budget for this project will be developed as part of the contract
negotiations for the creation of the City's Plan, which integrates a Vision Zero and Safe Routes to
School components. Consultants are requested to provide a recommended approach and level of
effort based on their experience and understanding of the project and the City's needs. It is
anticipated that the scope of services will include the following tasks:
Task 1 - Coordinate and Attend Meetings
The Consultant shall schedule meetings with City Staff and other stakeholders as necessary for the
periodic review of project status. A kick-off meeting is necessary for the introduction of staff,
roles and responsibilities, project management procedures, and communications. The Consultant
shall be responsible for preparing and distributing all meeting notices, agenda and minutes. It is
anticipated that project progress meetings will be required at least every other week throughout
the duration of the project to review project management and technical issues.
Task 2 - Data Collection and Review
This task consists of collecting and reviewing available documentation related to the City's plans,
policies, and guidelines (including but not limited to the 2022 General Plan, the upcoming revision
to the City's Housing Element, the upcoming revision to the City's Traffic Monitoring Program,
the seven (7) Specific Plans, and the 2024 Active Transportation Plan) to identify deficiencies,
consolidate identical policies, eliminate conflicting policies, and refine best practices.
Task 3 - City of Lathrop's Comprehensive Safety Action Plan
This task consists of evaluating the data to support development and adoption of a Vision Zero
policy or resolution that establishes a target date for reaching Vision Zero and establishes a VZTF
to implement, maintain, monitor, and improve the Plan as a living program/document. Project
tasks shall include, but are not necessarily limited to, those items noted below. If the Consultant
feels that additional tasks are warranted, they must be clearly identified in the Consultant's
proposal.
Consultant shall perform the following tasks generally described to develop the City's
Comprehensive Safety Action Plan with a Safe Routes to School component:
a. Include concept designs and cost estimates for the top 10 vehicular projects and top 10
pedestrian/bicycle projects. Concept designs and cost estimates prepared under this

b. Conduct an in-depth safety analysis of the citywide road network over a ten-year period to
establish a crash baseline against which the Plan's progress can be measured, help identify
contributing factors and crash profiles, specify safety needs, and identify a High-Injury
Network (HIN)
c. Develop a countermeasure toolbox to address roadway safety using a systematic, context-
sensitive approach based on the Federal Highway Administration's Proven Safety
Countermeasures and Safety Systems Approach, the California Department of
Transportation's Local Road Safety manual, and the "E's of Traffic Safety" framework
i. The toolbox should include elements related to neighborhood traffic calming,
complete street design, active transportation, and safe routes to school
ii. The toolbox should account for countermeasure efficacy, complexity, cost, and
benefit.
d. Develop a Safe Routes to School component as part of the Comprehensive Safety Action
Plan that includes policy, program, and infrastructure recommendations to improve safety
and access for students walking, bicycling, and rolling to school. The Consultant shall
identify and evaluate priority school routes, prepare or refine Preferred Routes to School
maps, including coordination with or use of SchoolRoutes.org as appropriate, and develop
School Improvement Maps or similar exhibits showing recommended improvements,
priority deficiencies, potential safety countermeasures, and planning-level cost estimates
for recommended improvements along school routes and on collector or arterial streets that
support school access.
e. Conduct engagement and collaboration efforts as part of the Plan's development, including
a series of community outreach events, coordination meetings between interagency
departments, and the first few initial meetings of the VZTF while the Plan is being
established
f. Conduct an equity impact analysis to determine how roadway safety currently affects
underserved communities and develop action items and strategies to effectively prioritize
and reduce transportation inequities.
g. Develop action items and strategies that can be adopted or pursued in the near-term,
medium-term, or long-term
i. Action items/strategies should indicate how the Plan progress will be measured,
identify potential impacts on City resources and staff time, and identify key partners
and assign responsibility.
h. Identify potential funding sources for safety improvements.

i. Develop a City Collision Dashboard to monitor citywide crash trends and develop Annual
Safety Action Progress (ASAP) reports to be presented to the VZTF to aid project planning
and decision making. The dashboard should be able to:
i. Update the City's HIN periodically.
ii. Perform geospatial safety assessments and incorporate equity data.
iii. Integrate any field inventories or GIS data that the City currently has or may pursue
in the future (for example, qualitative (speeds, roadway classification), activity-
based (ADT, work zones), telematics (Waze for Cities), demographics
(population), and built environment (sidewalk and bike lane inventories)).
iv. Include a safety countermeasure assessment tool to help the City narrow down the
selection of countermeasures to those with high benefit-to-cost ratios.
v. Record where, when, and what types of safety countermeasures have been installed.
vi. Help the City conduct before-and-after studies to determine if the countermeasures
implemented achieve the desired results.
j. Prepare a presentation for a City Council meeting and meet with City staff and, as needed,
other stakeholders regarding the recommended Plan.
k. Prepare a technical memorandum documenting the analysis and evaluation of the
recommended Plan.
l. Provide advisory support to the City in identifying potential federal compliance obligations
associated with implementation of recommended capital projects, including potential
Davis-Bacon applicability, procurement pathway considerations, and documentation needs
for later design and construction phases.
m. Develop an implementation readiness matrix for recommended projects that identifies
project category, planning-level cost range, likely funding sources, responsible parties,
implementation timeframe, and key delivery constraints, including right-of-way, utility
coordination, environmental review, permitting, and interagency coordination
considerations.
n. Identify which recommended projects may require additional federal compliance review
prior to future design or construction, including potential applicability of labor standards,
Build America, Buy America, disadvantaged business participation requirements, Title
VI/community participation considerations, and procurement pathway requirements.
o. Develop a performance monitoring and reporting framework that supports the City's future
annual safety reporting, progress tracking, and dashboard maintenance, including
recommended performance measures, data sources, collection intervals, and
documentation protocols.

p. Prepare concept-level exhibits, diagrams, or visual renderings for priority projects
sufficient to support community engagement, policy discussion, and future grant
applications; such exhibits are for planning purposes only and are not construction
documents.
q. Prepare a funding and delivery strategy that identifies candidate projects for near-term,
medium-term, and long-term advancement and outlines possible packaging for future
SS4A implementation grants and other state, regional, or federal funding opportunities.
r. Provide grant writing and grant application support, as requested by the City, for future
SS4A implementation grants and other applicable grant funding opportunities. Such
support may include project narratives, benefit statements, planning-level cost information,
supporting exhibits, implementation schedules, and other application materials derived
from the Comprehensive Safety Action Plan.
The Consultant shall structure recommendations and deliverables in a manner that supports the
City's administration of its SS4A award, future reporting obligations, and transition from planning
to implementation.
D. RFP CONTENT
Proposals shall include, at a minimum, the following information:
a. Description of firm and information on major types of consulting services that the firm
performs. Provide information on the firm's current workload, facilities, resources, and
relevant project experience.
b. Provide examples of previous work in which the firm prepared implementation-ready
safety action plans, Vision Zero plans, or local road safety plans that included project
prioritization, concept exhibits, implementation sequencing, and funding strategy
recommendations.
c. Describe the firm's experience with federally funded transportation planning projects and
with advising local agencies on transition from planning to implementation, including
identification of applicable federal procurement, labor standards, reporting, and grant
compliance requirements for later project phases.
d. Describe the firm's experience with Safe Routes to School planning, Preferred Routes to
School mapping, School Improvement Maps, and use of platforms such
as SchoolRoutes.org or similar school-route mapping tools.
e. Provide examples of dashboards, annual reporting frameworks, or performance monitoring
tools developed for similar transportation safety or Vision Zero projects.
f. Describe the firm's approach to preparing visual materials, concept exhibits, and
community-facing graphics that can be used to build support for future implementation
projects.

g. Provide a work history of the firm. Include examples of previous work done on projects
of similar type, size and scope within the last 5 years. Include a list of client references
with contacts and phone numbers.
h. Describe the firm's experience assisting public agencies with transition from federally
funded planning efforts to implementation, including identification of applicable federal
procurement, labor standards, and grant compliance requirements for future construction
phases.
i. Provide the names along with brief resumes of key personnel who will be involved with
the project. Provide a fee schedule and a description or organizational chart of the proposed
team structure. Include descriptions of their assigned duties and projected involvement in
the project.
j. Provide a description of the proposed methodology and approach to the project. Provide
an estimated project schedule and critical path showing the proposed work tasks, personnel
and resources allocated to each task.
k. Provide a fee proposal for a not-to-exceed price based on time and materials for each of
the tasks included in the anticipated scope of services. The fee proposal shall include all
assumptions, including information assumed to be provided by the City, number of
meetings, proposed staffing, status reporting, public engagement activities, concept exhibit
development, dashboard/reporting support, and any other assumptions that affect the work
effort. The City encourages proposers to clearly identify any optional tasks or optional
implementation-support services as separate line items. The fee proposal shall clearly
identify any optional grant writing or grant application support services for future SS4A
implementation grants or other funding opportunities as separate line items, including
hourly rates, estimated hours, and any assumptions regarding the number of applications,
submittals, revisions, and agency coordination meetings. The fee proposal shall be clearly
identified as a separate section or attachment within the proposal.
l. Identify any services that are specifically excluded from the Scope of Work that will likely
be needed to complete the project of the desired scope of work.
E. DELIVERABLES
At a minimum, the final deliverables shall include:
(1) Comprehensive Safety Action Plan satisfying applicable SS4A planning requirements
(2) Implementation readiness matrix
(3) Prioritized project list organized by near-term, medium-term, and long-term delivery
horizon

(4) Concept-level exhibits or visual materials for priority projects, together with planning-
level cost estimates sufficient to support project prioritization, community engagement,
and future grant applications.
(5) Community engagement summary and response matrix
(6) Performance monitoring and annual reporting framework
(7) Funding strategy, grant-readiness recommendations, and, if authorized by the City,
support materials for future grant applications
(8) Technical memorandum documenting analytical methods, assumptions, and key
findings
(9) Preferred Routes to School maps, School Improvement Maps or equivalent school
access and safety exhibits, and planning-level cost estimates for recommended school-
route improvements.
F. EVALUATION CRITERIA
The City will consider each Consultant's proposal, experience, expertise, level of professional
service, and ability to deliver an implementation-ready Comprehensive Safety Action Plan that
complies with SS4A requirements and supports future project delivery. The City may also consider
the Consultant's experience with federally funded transportation planning efforts, community
engagement and visual communication strategies, performance monitoring tools, and past
performance on ongoing or previous City projects, if applicable.
Proposals shall be reviewed and evaluated based on the following criteria:
* Understanding of scope and project approach (30%)
* Relevant firm and key personnel experience (20%)
* Implementation-readiness approach, including concept exhibits and funding strategy
(20%)
* Federal-aid and SS4A familiarity (20%)
* Cost proposal (10%)
G. FEDERAL GRANT REQUIREMENTS
This project is funded through the Safe Streets and Roads for All (SS4A) grant program. Proposers
shall be familiar with the requirements applicable to federally funded professional services
contracts and shall comply with all requirements applicable to this procurement and resulting
contract. The selected Consultant shall cooperate with the City in documenting consultant services
and deliverables in a manner consistent with grant administration, reimbursement support, and
project recordkeeping requirements. Nothing in this section shall be construed to impose
construction-contract labor compliance requirements on this professional services contract unless
otherwise required by law or incorporated by amendment.

H. AGREEMENT FOR PROFESSIONAL SERVICES
The City has provided a copy of the Agreement for Professional Services. Please review this
agreement and provide the City with a written statement of your firm's willingness to accept the
terms of the agreement. Please specifically identify each term of the agreement which your firm is
unwilling to accept and the reason therefore (See Attachment No. 1). Please provide proposed
compensation and scope of work exhibits with your proposal. Consultant shall comply with all
applicable federal requirements governing this professional services contract under the SS4A grant
program. The parties acknowledge that this Agreement does not itself authorize construction work;
any separate future construction contract funded in whole or in part with federal assistance shall
include all applicable federal contract provisions, including Davis-Bacon and related prevailing
wage requirements when applicable.
Consultant shall also support the City, as applicable to this professional services contract, in
preparing documentation reasonably needed for SS4A grant administration, including schedule
status information, progress support materials, and other records related to consultant performance
and deliverables.
The selected Consultant shall, within ten calendar days from the date of the Notice of Intent to
Award, provide the City with the following documents: insurance and endorsements acceptable to
the City of Lathrop, proof of purchase of a City business license, any other documents and
certificates required by the RFP, and a signed Professional Services Agreement provided by the
project manager.
I. REVISION TO THE RFP
The City reserves the right to revise the RFP prior to the date that responses are due. The City
reserves the right to extend the date by which the responses are due. Revisions and extensions to
the RFP shall be e-mailed to all potential Consultants known to the City.
The City also reserves the right to reject any or all the responses, and to re-initiate or abandon the
RFP process.
J. SELECTION PROCESS
The City shall review the responses for completeness, clarity, and content. The City's review will
be based on the firm's experience, key personnel, and the Consultant's performance in the City's
past and ongoing projects, if applicable. Based on the review, the City may choose to shortlist
certain firms for further consideration and invitation to participate in an oral interview.
The City may require Consultants to participate in additional rounds or more refined submittals,
including a formal proposal before the ultimate selection of Consultant.
The Consultant, by submitting a response to this RFP, waives all rights to protest or seek any legal
remedies whatsoever regarding any aspect of this RFP. The City reserves the right to invite any
number of firms for oral interviews.

This RFP does not commit the City to award a contract, to defray costs incurred in the preparation
of a proposal pursuant to this RFP or to procure or contract for work. Proposals will be evaluated
based on qualifications, experience, understanding of the scope, project approach, and related
factors identified in this RFP. The City may review the technical proposal and score qualifications
before considering the fee proposal. The City may then consider proposed compensation as part
of its overall evaluation, determination of cost reasonableness, and contract negotiations with the
highest-ranked firm.
When the City has negotiated a scope of work and cost proposal with a chosen Consultant, it will
recommend selection of that Consultant to the City Council. Confirmation and approval of the
Consultant recommended by the City is subject to approval by the City Council.
The City reserves the right to reject any and all proposals, or to negotiate separately with any
source whatsoever in any manner necessary to serve the best interests of the City. Non-acceptance
of any proposal does not imply any criticism of the proposal or imply that the proposal was
deficient.
The City will follow the selection schedule listed below but reserves the right to modify the
schedule in any manner necessary to serve the best interests of the City.

Costs for responding to this RFP are entirely the responsibility of the Consultant and shall not be
chargeable in any way to the City. All material submitted becomes the property of the City and
may be returned only at the City's option.
One (1) electronic PDF copy of the RFP response, signed by an authorized representative of the
proposing entity, shall be submitted electronically to valbarran@ci.lathrop.ca.us on or before
5:00 p.m. on May 28, 2026.
Note that proposals received after this time and date may be rejected.
