The City of Lathrop is seeking proposals from qualified firms to develop a Comprehensive Safety Action Plan that includes a Vision Zero Action Plan and a Safe Routes to School component. The plan will help the City identify safety needs, prioritize improvements, support future funding applications, and guide future implementation efforts.

This project is funded through the Safe Streets and Roads for All (SS4A) grant program. The selected consultant will provide professional planning and engineering consulting services only; this contract does not authorize construction work.

A. GENERAL INFORMATION
The City of Lathrop (City) is requesting proposals from firms interested in providing professional
engineering consulting services to develop the City’s Comprehensive Safety Action Plan (Plan)
that integrates a Vision Zero Action Plan and a Safe Routes to School component. The City’s Plan
will be led by a Vision Zero Task Force (VZTF), consisting of representatives of key agencies,
departments, and members of the community. The VZTF will oversee progress toward Plan goals
and action items, and help integrate new safety projects into capital improvement plans and future
development. The Plan will review current practices, policies, and guidelines through a lens of
roadway safety and will help establish new policies and procedures that emphasize a forgiving and
multimodal circulation network. The Plan will include an in-depth safety assessment of the City’s
road network to identify crash trends and safety needs and isolate collision hotspots and their
relationship with vulnerable users and disadvantaged communities.
The City intends for the Plan to serve not only as a policy and planning document, but also as an
implementation-ready framework to help the City prioritize capital improvements, support future
grant applications, and advance recommended projects into later design and construction phases
as funding becomes available.
B. BACKGROUND
The current population within the City is approximately 37,033 as of January 2024 (California
DOF, 2024). The City has experienced significant growth and anticipates growth to continue in
the future given the existing entitlements for several large residential developments.
Additionally, the City has received Safe Streets and Roads for All (SS4A) federal grant funding to
undertake the development of the plan. The purpose of this Request for Proposals (RFP) is to seek
a consultant to assist the City with the development of a Comprehensive Safety Action Plan that
integrates a Vision Zero Action Plan and a Safe Routes to School component to further its goals
of reducing fatalities and severe injuries on its roadways.
This procurement is for professional engineering consulting services only and does not authorize
construction, alteration, repair, or installation of public improvements; however, any future
construction contract funded in whole or in part with federal assistance arising from this program
shall include all applicable federal requirements, including Davis-Bacon prevailing wage
requirements when applicable.
Any future design, procurement, or construction contract arising from this SS4A-funded effort
shall be subject to the federal and state requirements applicable to that future contract, as
determined by the funding source, project scope, and legal requirements in effect at the time of
procurement, which may include environmental review, civil rights and Title VI, labor and
workforce requirements, Build America, Buy America, small and disadvantaged business
requirements, and prevailing wage requirements when applicable.

The City’s Plan aims to eliminate traffic fatalities and serious injury crashes on City streets by
establishing a Vision Zero policy to be formally adopted by the City Council; developing a Local
Road Safety Plan to assess the health of the City’s road network and identify high-injury locations;
creating an effective safety countermeasure toolbox that also incorporates design elements
focusing on neighborhood traffic calming, active transportation, complete streets, and safe routes
to school; and creating a Task Force and monitoring system to actively observe the City’s progress.
C. ANTICIPATED SCOPE OF SERVICES
A detailed scope of services and budget for this project will be developed as part of the contract
negotiations for the creation of the City’s Plan, which integrates a Vision Zero and Safe Routes to
School components. Consultants are requested to provide a recommended approach and level of
effort based on their experience and understanding of the project and the City’s needs. It is
anticipated that the scope of services will include the following tasks:
Task 1 – Coordinate and Attend Meetings
The Consultant shall schedule meetings with City Staff and other stakeholders as necessary for the
periodic review of project status. A kick-off meeting is necessary for the introduction of staff,
roles and responsibilities, project management procedures, and communications. The Consultant
shall be responsible for preparing and distributing all meeting notices, agenda and minutes. It is
anticipated that project progress meetings will be required at least every other week throughout
the duration of the project to review project management and technical issues.
Task 2 - Data Collection and Review
This task consists of collecting and reviewing available documentation related to the City’s plans,
policies, and guidelines (including but not limited to the 2022 General Plan, the upcoming revision
to the City’s Housing Element, the upcoming revision to the City’s Traffic Monitoring Program,
the seven (7) Specific Plans, and the 2024 Active Transportation Plan) to identify deficiencies,
consolidate identical policies, eliminate conflicting policies, and refine best practices.
Task 3 – City of Lathrop’s Comprehensive Safety Action Plan
This task consists of evaluating the data to support development and adoption of a Vision Zero
policy or resolution that establishes a target date for reaching Vision Zero and establishes a VZTF
to implement, maintain, monitor, and improve the Plan as a living program/document. Project
tasks shall include, but are not necessarily limited to, those items noted below. If the Consultant
feels that additional tasks are warranted, they must be clearly identified in the Consultant’s
proposal.
Consultant shall perform the following tasks generally described to develop the City’s
Comprehensive Safety Action Plan with a Safe Routes to School component:
a. Include concept designs and cost estimates for the top 10 vehicular projects and top 10
pedestrian/bicycle projects. Concept designs and cost estimates prepared under this

b. Conduct an in-depth safety analysis of the citywide road network over a ten-year period to
establish a crash baseline against which the Plan’s progress can be measured, help identify
contributing factors and crash profiles, specify safety needs, and identify a High-Injury
Network (HIN)
c. Develop a countermeasure toolbox to address roadway safety using a systematic, context-
sensitive approach based on the Federal Highway Administration’s Proven Safety
Countermeasures and Safety Systems Approach, the California Department of
Transportation’s Local Road Safety manual, and the “E’s of Traffic Safety” framework
i. The toolbox should include elements related to neighborhood traffic calming,
complete street design, active transportation, and safe routes to school
ii. The toolbox should account for countermeasure efficacy, complexity, cost, and
benefit.
d. Develop a Safe Routes to School component as part of the Comprehensive Safety Action
Plan that includes policy, program, and infrastructure recommendations to improve safety
and access for students walking, bicycling, and rolling to school. The Consultant shall
identify and evaluate priority school routes, prepare or refine Preferred Routes to School
maps, including coordination with or use of SchoolRoutes.org as appropriate, and develop
School Improvement Maps or similar exhibits showing recommended improvements,
priority deficiencies, potential safety countermeasures, and planning-level cost estimates
for recommended improvements along school routes and on collector or arterial streets that
support school access.
e. Conduct engagement and collaboration efforts as part of the Plan’s development, including
a series of community outreach events, coordination meetings between interagency
departments, and the first few initial meetings of the VZTF while the Plan is being
established
f. Conduct an equity impact analysis to determine how roadway safety currently affects
underserved communities and develop action items and strategies to effectively prioritize
and reduce transportation inequities.
g. Develop action items and strategies that can be adopted or pursued in the near-term,
medium-term, or long-term
i. Action items/strategies should indicate how the Plan progress will be measured,
identify potential impacts on City resources and staff time, and identify key partners
and assign responsibility.
h. Identify potential funding sources for safety improvements.

i. Develop a City Collision Dashboard to monitor citywide crash trends and develop Annual
Safety Action Progress (ASAP) reports to be presented to the VZTF to aid project planning
and decision making. The dashboard should be able to:
i. Update the City’s HIN periodically.
ii. Perform geospatial safety assessments and incorporate equity data.
iii. Integrate any field inventories or GIS data that the City currently has or may pursue
in the future (for example, qualitative (speeds, roadway classification), activity-
based (ADT, work zones), telematics (Waze for Cities), demographics
(population), and built environment (sidewalk and bike lane inventories)).
iv. Include a safety countermeasure assessment tool to help the City narrow down the
selection of countermeasures to those with high benefit-to-cost ratios.
v. Record where, when, and what types of safety countermeasures have been installed.
vi. Help the City conduct before-and-after studies to determine if the countermeasures
implemented achieve the desired results.
j. Prepare a presentation for a City Council meeting and meet with City staff and, as needed,
other stakeholders regarding the recommended Plan.
k. Prepare a technical memorandum documenting the analysis and evaluation of the
recommended Plan.
l. Provide advisory support to the City in identifying potential federal compliance obligations
associated with implementation of recommended capital projects, including potential
Davis-Bacon applicability, procurement pathway considerations, and documentation needs
for later design and construction phases.
m. Develop an implementation readiness matrix for recommended projects that identifies
project category, planning-level cost range, likely funding sources, responsible parties,
implementation timeframe, and key delivery constraints, including right-of-way, utility
coordination, environmental review, permitting, and interagency coordination
considerations.
n. Identify which recommended projects may require additional federal compliance review
prior to future design or construction, including potential applicability of labor standards,
Build America, Buy America, disadvantaged business participation requirements, Title
VI/community participation considerations, and procurement pathway requirements.
o. Develop a performance monitoring and reporting framework that supports the City’s future
annual safety reporting, progress tracking, and dashboard maintenance, including
recommended performance measures, data sources, collection intervals, and
documentation protocols.
