ITB 050-26 Rebuilt/Overhauled Lycoming Aircraft Engines 12/29/25.
REQUIREMENTS/SPECIFICATIONS
Intent
The purpose of this invitation is to establish a multiple award contract for factory-rebuilt and factory-
overhauled engines by Textron-Lycoming from an authorized Lycoming Distributor.
Contract Duration
The effective duration of this agreement shall be from the Date of Award through December 31,
2027.
Quality Control
The vendor will apply the same quality control procedures during the production and inspection of
products provided under this contract as applied in the vendor’s usual course of business. An on-
site inspection of the vendor’s facilities and practices may be made before the award of the contract
or at any time during the contract performance. The State reserves the right to disqualify a vendor
or terminate the contract due to non-compliance with the requirements stated herein and/or non-
compliance with standard industry practices.
Warranty
The vendor warrants that products it supplies to the state conforms to specifications and abides by
the enclosed terms and conditions.
Return Engine Core Value
Core Value prices may change on an individual engine based on documentation supplied by the
vendor as to the reason there was a reduction in value, i.e. damage or missing parts of core returned.
Performance
The vendor will only provide engines from Textron Lycoming that are either Factory-Rebuilt or
Factory-Overhauled as requested in the estimate request. to the State under this contract.
Technical Assistance
Vendor shall provide technical assistance to the Department when requested. The vendor must
have in-house technical and parts support 24 hours a day. State here a contact name and telephone

The Department shall receive proper documentation with the purchase of each reciprocating engine
to include but not limited to the following at a minimum.
FAA Form 8130-3
Lycoming production Automated Engine Test Log
Lycoming Record of Accessories and Major Parts Shipped with Engine
Lycoming Airworthiness Directive Compliance List.

Pricing
All Engine purchased through this contract shall be purchased based on an estimate invoice. prior
to an ODOT purchase, ODOT shall obtain and approve a written estimate invoice from the
awarded vendor for the items being purchased. This invoice shall specify the cost for the engine
being purchased.
Price Adjustments
No increase will be considered within the first four (4) months of the contract.
Price adjustments for engines/cores will be considered during the life of the contract. Price
adjustments for engines will be based on the current manufacturer’s wholesale prices. A price
increase will only be allowed if Textron-Lycoming increases their price during the contract period.
Any factory increase shall be backed by documentation provided by the factory. Adjustments are to
be based upon an actual dollar figure, not a percentage. Written request for price adjustment
including supportive documentation shall be sent by Email & Certified Letter to the Ohio Department
of Transportation, Office of Aviation, attention Aircraft Maintenance Manager & Fiscal Manager at ,
2829 W. Dublin-Granville Road, Columbus, Ohio 43235-2786, for review. The Department may
accept the price adjustment and amend the contract, accordingly, reject the adjustment and continue
the contract as it is with no change in price, or cancel the contract. The Department will have sole
discretion in the approval of any price adjustments. Price adjustments will become effective thirty
(30) days from date of the Department’s acceptance letter. The price adjustment clause supersedes
references to firm bid found in Section seven of the Standard Terms and Conditions.
Allowable Parts Mark-Up and Invoicing
Vendors shall be limited to a maximum twenty (20%) percent mark-up on all Engines excluding
freight and crating/foam charges acquired by ODOT.
For each engine purchased through this agreement, the vendor must provide, along with their
invoices, copies of vendors invoices showing what the vendor paid (plus freight) for the respective
part. Freight is considered a pass-through expense under this contract.
Freight Charges (As required to/from ODOT Aviation Facilities)
Freight charges to/from are to be prepaid and added to the invoice. A copy of the freight bill must be
included as part of the invoice package. COD items shipped will be refused.
Additional Charges
Core return and crating/foam charges must be included separately as part of the invoice package.

Shipping Insurance
All engines shipped must be fully insured for the total value of engine. The Vendor takes full
responsibility for loss during shipping.

10.3 Engines
The Vendor guarantees delivery time of the rebuilt engine within 30 calendar days after receipt of a
State of Ohio purchase order for stock engines. If ordering from Lycoming we understand lead time
may vary. Vendor will give the best estimate of delivery and indicate it on the customer quote and
will do everything in its power to expedite any order as able.
10.4 Delivery Hours
All deliveries shall be made between the hours of 8:00 a.m. and 3:30 p.m., Monday through Friday,
excluding State holidays, unless special permission is granted by the Department to temporarily
waiver or adjust this requirement.
Section 11: Definitions of Terms
11.1 Rebuilt Engine
1. Rebuilt engines are built to factory new tolerances and limits using serviceable camshafts and
factory new cylinders and is defined in 14 CFR PART 91.421, AC 43.11, 4.d.(1), (2).
2. Defective components must be replaced with genuine new original or replacement parts,
components, and accessories, as recommended for use by the manufacturer and or used in the
original manufacture of the engine for which they are intended.
3. Engines must be inspected and tested to new manufactured engine standards.
4. Provide warranties for new parts per the manufacturer’s warranty policy in place at the time the
parts are delivered.
5. Provide manufacturers’ warranty on all rebuilt engines as newly manufactured engines.
6. Engine must have a total time zero.
11.2 Overhauled Engine
1. Overhauled engines are built to serviceable tolerances and limits using serviceable camshafts and
factory new cylinders.
2. Defective components must be replaced with new or serviceable replacement parts, components,
and accessories, as recommended for use by the manufacturer and or used in the original
manufacture of the engine for which they are intended.
3. Engine must be inspected and tested to new manufactured engine standards.
4. Provide warranties for new parts per the manufacturer’s warranty policy in place at the time the
parts are delivered.
5. Provide manufacturer’s warranty on all overhauled engines as per manufacturer specified.
