The City of Seattle, through its Department of Transportation, SDOT, requests Statements of Qualifications to provide Business Systems Analysis and Business Analysis services for Accela Automation and related systems.
Accela is a government software and services platform that provides cloud-based solutions for government operations to boost efficiency and improve citizen engagement. Accela is used Citywide, including at SDOT, Seattle Public Utilities, Seattle Department of Construction & Inspections, Financial Administrative Services, etc. The City uses Accela as a work management tool for permits where the public submits permit requests via the platform, and the platform manages the workflow including automatic and staff review processes, approvals and denials and revenue collection.
Interested consultants are expected to propose one (1) or more dedicated staff resources. Proposed staff must have expert knowledge of Accela, including but not limited to: record type configuration options, a conceptual understanding of scripting for Accela, Event Manager and Script Engine (EMSE) scripting, Accela Citizen Access (ACA), Accela Mobile, SQL Server Reporting Services (SSRS) reports, and Construct Application Programming Interface (API). Successful staff resources will have at least fundamental knowledge of commonly integrated systems like ESRI ArcGIS, state licensing systems, and Blue Beam. Staff resources must possess a fundamental understanding of Right of Way Permitting processes.
SDOT uses three (3) Accela modules, including two (2) custom modules for the Street Use and Traffic divisions, respectively, and the out of box Enforcement module.
