Solicitation Summary

The Supplier Development & Diversity Division (SD3) of the Prince George’s County Office of Procurement is conducting market research to evaluate the availability and capacity of qualified firms—particularly County-Based Businesses, County-Based Small Businesses, County-Based Minority Business Enterprises, and County-Located Businesses—to perform snow and ice removal services for the Department of Public Works and Transportation (DPW&T).

This research will support two upcoming solicitations: one for snow and ice removal services and another for heavy-duty equipment, including skid steer loaders, backhoes, front-end loaders, motor graders, outfitted with snow-removal attachments. This notice is for market research purposes only and is not a solicitation.

Project Overview / Scope of Work

The Prince George’s County is considering awarding multiple contracts to secure reliable and qualified contractors to support DPW&T’s winter operations from November 1 through April 15. Selected contractors will be required to provide roadworthy vehicles, qualified operators, and on-site supervision to maintain designated routes in a safe and passable condition during declared snow and ice events.

Summary of Key Requirements:

Contractors must be capable of:
• Furnishing fully operational vehicles that meet County specifications (e.g., dump trucks, pickups with plows, loaders, liquid applicator trucks, and related equipment).
• Providing trained and certified operators and supervisory staff available 24/7 during the winter season.
• Reporting to designated staging areas promptly upon call-up and operating until released by the County’s Authorized Representative.
• Maintaining communication with DPW&T during active deployments and adhering to strict response times and operational benchmarks.

Minimum Qualifications:
Interested firms should have:
• Demonstrated experience in snow and ice control operations of similar size and scope within the past three (3) years.
• Access to the required equipment (minimum 80% owned or under binding lease).
• Ability to deploy a fully staffed fleet within two (2) hours of County call-up.

Required Vehicle Types and Specifications

Contractors must have access to the following vehicle types, which must meet or exceed all safety, operational, and equipment standards:

1. Tandem Axle Dump Truck
o 10-wheel, Contractor-supplied plow and tailgate spreader
o Minimum salt capacity: 12 cubic yards
o Valid CDL required

2. Single Axle Dump Truck
o 6-wheel, Contractor-supplied plow and tailgate spreader
o Minimum salt capacity: 6 cubic yards
o Valid CDL required

3. Stake Body Truck
o Contractor-supplied plow and either in-body or tailgate spreader
o Minimum salt capacity: 3 cubic yards
o Minimum GVWR: 16,000 lbs

4. Four-Wheel Drive (1-Ton) Pickup Truck
o Contractor-supplied front plow and in-body material spreader
o Minimum salt capacity: 2 cubic yards
o Minimum GVWR: 13,200 lbs

5. Four-Wheel Drive (1-Ton) Dump Bed Truck
o Contractor-supplied tailgate spreader
o Minimum salt capacity: 2 cubic yards

6. Liquid Applicator Truck
o Anti-icing capable
o Apply liquid chemicals between 30–80 gallons per lane mile
o Must apply to 1–3 lanes simultaneously

7. Dump Truck or Stake Body Truck with Arrow Board and Crash Attenuator
o Minimum GVWR: 24,000 lbs
o Arrow board: 48" x 96", 15 lamps, directional indicators
o Crash attenuator rated for 62 mph impacts

8. Heavy Equipment (as needed)
o Skid Steer Loaders, Backhoes, Front-End Loaders, Motor Graders
o Properly outfitted with snow-removal attachments

Additional Requirements

• Vehicles must be in good working condition, inspected by a licensed mechanic, and capable of passing the County’s pre-season inspection.
• Minimum 1 backup vehicle for every 4 primary vehicles is required.
• Operators must hold valid CDLs where required and complete County-mandated snow operations training.

• Relevant past performance for snow and ice control services (contracts/jurisdictions served)
• Equipment inventory available for this type of work.
• Ability to meet staffing, training, and response requirements.
