Development, planning and construction of workforce housing and
long term management within Gulf County
NOTICE IS HEREBY GIVEN that Gulf County, a political subdivision of the State of Florida (the County), is seeking through this notice and advertisement proposals for a qualifying public-private partnership in response to unsolicited proposal formally received and accepted by the Gulf County Board of County Commissioners on March 31, 2026 and in accordance with Section 255.065, Florida Statutes, for a proposed pledge, funding, planning, design, construction and thereafter the operation and long term management of a Gulf County workforce housing program and site. At a duly noticed public meeting held on March 31, 2026, the Gulf County Board of County Commissioners (Board) unanimously voted to commence with the advertisement of notice for the unsolicited proposal and advertisement for seeking any and all competitive/alternative qualified public private partnerships and for the workforce housing project to be deemed a qualifying project as defined in Section 255.065(1)(i), Florida Statutes. The County is advertising this Public Notice pursuant to Section 255.065(3)(b) because the County has voted to pursue and examine a qualified public private partnership for workforce housing and may elect to pursue a potential comprehensive agreement for the project described if an accepted unsolicited proposal is chosen and approved by the Gulf County Board of County Commissioners. The purpose of this Public Notice is to advise the public of Gulf County, Florida intent and solicitation for qualified private partners to submit qualified competitive/alternative proposals for Gulf Countys consideration and thereafter introduce recommendation for proposals inclusive of a contractor/developer following the acceptance of any and all competitive/alternative proposals for the same project that are outlined herein for 30 days following initial receipt of an unsolicited proposals pursuant to Florida Statute Section 255.065(3)(b) for a duration of additional two weeks in the Florida Administrative Register and placed in local publications for additional notice. (Specifications and Guidelines required for all submittals are available through the Gulf County Administration and Gulf County Clerk to the County Commission as detailed further below) The project sought by Gulf County for competitive unsolicited proposals and planning of the workforce housing project are summarized and identified as follows:
 Gulf County is seeking to award through private public partnership in which Gulf County provides public support and incentives through funding and grant award to a private partner under which an unsolicited proposal for no less than 70 workforce housing units are introduced, planned, developed and constructed and thereafter provided through the public private comprehensive agreement to qualified Gulf County workforce participants for no less than an accepted 10 ten year project program and management.
 The private entity as a condition of the proposal and comprehensive agreement shall commit to both develop, construct and manage long term workforce housing units and in the process of development pledge and commit to pursue and promote local job creation in Gulf County and work to maximize public use of an identified site for an accepted plan and units for lease in Gulf County.
 Gulf County seeks proposals for locations within 4 miles of the City of Port St. Joe (as the location of the majority of workforce employees seeking to benefit from this public private project)
 Gulf County seeks proposals for 70 workforce housing units located within the designated Opportunity Zones within Gulf County with proposed schedule of fixed rates for tenancy.
 Gulf County seeks proposals with planning and projected funding requirements as well as alternative considerations for additional incentives through a public private partnership for possible additional housing units beyond the required 70 units sought
 The schedule provided by the solicited proposal shall be as follows: site acquisition, design, planning, construction approvals and construction to be substantially complete within eighteen months from award and execution of comprehensive agreement.
The County will accept and evaluate competitive/alternative unsolicited proposals for the requested workforce housing project as provided in this Public Notice. Persons or entities wishing to submit competitive/alternative unsolicited proposals shall secure the required Specifications and Guidelines for Response and Submittal to Gulf Countys Public Notice for Workforce Housing and formal competitive/alternative response to Unsolicited Proposal received by Gulf County by requesting and securing the detailed instructions from the (1) Gulf County Clerk of Court at 1000 Cecil G. Costin, Sr., Blvd., Room 149, Port St. Joe, Florida 32456 or by downloading from the Gulf County website HYPERLINK "http://www.gulfcounty-fl.gov/"www.gulfcounty-fl.gov. The entire proposal package shall be enclosed in a sealed envelope or container and shall have the following information clearly printed or written on the exterior of the envelope or container: Proposal in Response to Unsolicited Proposal No. 26-01 Gulf County Construction and Management of Workforce Housing under FS 255.065 Public Private Partnership Project and the name of the proposer (person or entity responding to this Notice). Proposals must be received by the County Clerks Office, either by mail or hand delivery, no later than 3:00 p.m. EST on May 18, 2026. Delivery must be made during the County Clerks normal working hours (8:00 a.m. a.m. to 5:00 p.m. EST, Monday through Friday), and any proposal received after the above stated deadline will be returned unopened and will not be considered.
Proposals shall include all information and materials required by Section 255.065, Florida Statutes. Proposals must also be accompanied by an application fee of $4,000. The County reserves the right to waive minor irregularities, to reject any or all proposals received, and to otherwise make a decision in the best interests of the County. The County also reserves the right to charge additional application review fees if deemed necessary and appropriate pursuant to Section 255.065(3)a(3), Florida Statutes. The Board shall have the final decision-making authority concerning any final award or interim or comprehensive agreement entered into by the County.
Proposals shall be evaluated and negotiations shall proceed in accordance with Section 255.065, Florida Statutes. Proposals will be evaluated and ranked in order of preference by a Selection Committee to be appointed by the County Administration. The Selection Committee will consider factors in accordance with Section 255.065 that include, but are not limited to, professional qualifications and management capabilities, required land and assets that meet the criteria set forth by the County that are conducive and shall facilitate the immediate proposed construction of the workforce housing project, general business terms and/or upon exercising the right for management demonstrating the ability to finance, construct and operate the single family workforce housing project following its completion. The specifications and guidelines and formally acknowledged and received Unsolicited Proposal are detailed by the County in its workforce housing solicitation available through the County Clerk and the Gulf County website.
