Scope of Work:
Carteret County Government is seeking competitive proposals for the installation of a new Cellular-Enabled Fire Alarm System
as well as an alternate proposal for monitoring, maintenance, repair and inspections for Carteret County Government’s Leon
Mann Jr. Enrichment Center located at 3820 Galantis Drive, Morehead City, NC 28557.
The Contractor shall provide the services discussed in this scope of work with its own workforce. The Contractor may propose
to subcontract portions of the work provided that their proposals clearly indicate what work they plan to subcontract and to
whom and that all information required about the prime contractor is also included for each proposed subcontractor. The
County reserves the right to approve and or deny all subcontractors. The Contractor shall provide all necessary labor and
equipment for the following service.
The Contractor shall abide by the details and shall refer to the diagrams and the provided shop drawings in addition to the
scope of work specified within the documents provided below.
General Scope of Work
The Contractor shall provide a proposal for the disposal of old system(s), which includes the abandoned security
system, all wiring, and devices, and the furnishing and installation of a new cellular-enabled fire alarm system. This
includes all associated equipment, devices, and hardware, such as but not limited to smoke detectors, horns, strobes,
heat detectors, pull stations, key pads, fire alarm control panel(s) (FACP), transmitters, cellular communicators, back
up batteries, wire, HVAC shutdown integration, door devices, cover plates, signage, and any other necessary
components.
All the existing intrusion detection devices and components shall be removed and abandoned. Any areas where
intrusion devices are removed shall be repaired, and have blank plates installed as required.
A sub-FACP shall be installed near the front entrance, preferably in the location of the existing.
The Contractor shall include submittals of equipment to be used. Please provide make, model and serial number
along with any warranty information per device. Preferred manufacture is Fire Lite or an affiliated brand.
The awarded Contractor shall provide three (3) laminated hardcopies and one (1) digital PDF copy of the new
system’s engineered scaled drawings with each device labeled on a new map as well as the devices themselves. Any
associated engineering cost shall be included within the Contractors proposal. NTS floor plan is provided for reference
below.
The Contractor shall adhere to NFPA and all other applicable codes to determine if additional devices are required
within the facility. If additional devices are required for code compliance, all associated cost shall be included with the
Contractors proposal.

All required test and certifications shall be the Contractors responsibility to obtain. Scheduling shall be coordinated
with the County POC.
A training session shall be conducted with designated County staff after all necessary documentation is provided to
the County POC.
Schedule
Interested Contractors shall contact the County POC (Point of Contract) listed below to schedule a site visit.
Work, regardless of when, shall be scheduled with the County POC. After-hours work may be required.
Additional Provisions
All measurements and material quantities shall be field verified by the Contractor.
Submittals of new materials shall be submitted with the Contractor’s proposal. All new materials are subject to
approval by Carteret County.
Protect all surfaces below the ceiling and all ceiling accessories from damage, dust and debris while working. All
associated debris shall be cleaned and hauled off at the end of each working day. The Contractor shall be responsible
for providing all necessary cleaning equipment.
The Contractor shall ensure work areas are properly blocked off. Ladders and tools shall be stored in a safe manner
when not in use.
All new material shall be installed per the manufacture’s recommendations and instructions.
Any damages caused by the Contractor shall be repaired or replaced at the Contractor’s expense, subject to the
County’s discretion.
All debris shall be removed and disposed offsite.
The awarded Contractor shall enter into a Contract with the County, adhering to the Terms and Conditions and
Agreement for Services therein.
The Contractor shall obtain the required permits, if required, give all notices to the County POC (including a copy of
any permits), and comply with all laws, ordinances, codes, ADA requirements, rules and regulations bearing on the
conduct of the work. Permits shall be posted onsite at project location. No time extensions shall be granted or financial
consideration given to the Contractor for time or monies lost due to violations of any such ordinance, code, law or
regulations that may occur.
Alternate Bid #1: The Contractor shall submit a separate proposal for 24/7 monitoring of the new system. The system shall be
configured to notify local emergency agencies. All maintenance, repairs, and inspections shall also be included as a part of this
alternate bid at monthly rate, in compliance with all applicable codes.

SECTION A-A
1. Wall Assembly — The 1 or 2 hr fire-rated gypsum wallboard/stud wall assembly shall be constructed of the materials and in the manner specified
in the individual U300 or U400 Series Wall and Partition Designs in the UL Fire Resistance Directory and shall include the following construction
features:
A. Studs — Wall framing may consist of either wood studs or steel channel studs. Wood studs to consist of nom 2 by 4 in. (51 by 102 mm)
lumber spaced 16 in. (406 mm) OC. Steel studs to be min 2-1/2 in. (64 mm) wide and spaced max 24 in. (610 mm) OC. When steel studs are
used and the diam of opening exceeds the width of stud cavity, the opening shall be framed on all sides using lengths of steel stud installed
between the vertical studs and screw-attached to the steel studs at each end. The framed opening in the wall shall be 4 to 6 in. (102 to 152
mm) wider and 4 to 6 in. (102 to 152 mm) higher than the diam of the penetrating item such that, when the penetrating item is installed in the
opening, a 2 to 3 in. (51 to 76 mm) clearance is present between the penetrating item and the framing on all four sides.
B. Gypsum Board* — 5/8 in. (16 mm) thick, 4 ft (122 cm) wide with square or tapered edges. The gypsum board type, thickness, number of
layers, fastener type and sheet orientation shall be as specified in the individual U300 or U400 Series Design in the UL Fire Resistance
Directory. Max diam of opening is 32-1/4 in. (819 mm) for steel stud walls. Max diam of opening is 14-1/2 in. (368 mm) for wood stud walls.
The F and FH Ratings of the firestop system are equal to the fire rating of the wall assembly.
2. Through-Penetrants — One metallic pipe, conduit or tubing to be installed either concentrically or eccentrically within the firestop system. The
annular space shall be min 0 in. to max 2-1/4 in. (57 mm). Pipe may be installed with continuous point contact. Pipe, conduit or tubing may be
installed at an angle not greater than 45 degrees from perpendicular. Pipe, conduit or tubing to be rigidly supported on both sides of wall
assembly. The following types and sizes of metallic pipes, conduits or tubing may be used:
A. Steel Pipe — Nom 30 in. (762 mm) diam (or smaller) Schedule 10 (or heavier) steel pipe.
B. Iron Pipe — Nom 30 in. (762 mm) diam (or smaller) cast or ductile iron pipe.
C. Conduit — Nom 4 in. (102 mm) diam (or smaller) steel electrical metallic tubing or 6 in. (152 mm) . diam steel conduit.
D. Copper Tubing — Nom 6 in. (152 mm) diam (or smaller) Type L (or heavier) copper tubing.
E. Copper Pipe — Nom 6 in. (152 mm) diam (or smaller) regular (or heavier) copper pipe.
3. Fill, Void or Cavity Material* — Sealant — Min 5/8 in. (16 mm) thickness of fill material applied within the annulus, flush with both surfaces of
wall. At the point or continuous contact locations between pipe and wall, a min 1/2 in. (13 mm) diam bead of fill material shall be applied at the
pipe wall interface on both surfaces of wall.
* Indicates such products shall bear the UL or cUL Certification Mark for jurisdictions employing the UL or cUL Certification (such as Canada),
respectively.

FIRE ALARM NOTES
1. PROVIDE A COMPLETE NEW FIRE ALARM SYSTEM AS INDICATED ON
THE DRAWINGS AND SPECIFICATIONS. THE NEW SYSTEM SHALL BE FULLY
INSTALLED, TESTED, CERTIFIED, AND PLACED INTO OPERATION PRIOR TO
REMOVAL OF THE EXISTING FIRE ALARM SYSTEM.
2. THE EXISTING FIRE ALARM SYSTEM SHALL REMAIN FULLY
OPERATIONAL THROUGHOUT THE DURATION OF CONSTRUCTION UNTIL
THE NEW SYSTEM HAS BEEN ACCEPTED BY THE AUTHORITY HAVING
JURISDICTION (AHJ) AND THE OWNER.
3. UPON FINAL ACCEPTANCE, TESTING, AND CERTIFICATION OF THE
NEW FIRE ALARM SYSTEM, THE CONTRACTOR SHALL REMOVE ALL
EXISTING FIRE ALARM EQUIPMENT, DEVICES, WIRING, CONDUIT, BACK
BOXES, AND ASSOCIATED COMPONENTS THAT ARE NO LONGER REQUIRED
FOR THE NEW SYSTEM. (NOTE: BACK BOXES THAT CAN'T BE REMOVED
NEEDS TO BE COVERED WITH A BLANK COVER PLATE.)
4. ALL REMOVED EXISTING FIRE ALARM DEVICES, EQUIPMENT, AND
ASSOCIATED MATERIALS SHALL BE TURNED OVER TO CARTERET COUNTY
GSA.
5. THE NEW FIRE ALARM SYSTEM SHALL BE INSTALLED IN ACCORDANCE
WITH ALL APPLICABLE CODES AND STANDARDS, INCLUDING BUT NOT
LIMITED TO THE 2018 NORTH CAROLINA FIRE CODE, NFPA 72, NFPA 70, AND
ALL LOCAL AHJ REQUIREMENTS.
6. THE CONTRACTOR SHALL COORDINATE ALL REQUIRED SYSTEM
CHANGEOVER ACTIVITIES TO MINIMIZE INTERRUPTION TO BUILDING
OPERATIONS AND LIFE SAFETY PROTECTION.
7. THE CONTRACTOR SHALL BE REQUIRED TO HAVE ALL FIRE ALARM
SHOP DRAWINGS, CALCULATIONS, BATTERY CALCULATIONS, AND RELATED
SUBMITTAL DOCUMENTS REVIEWED, SIGNED, AND SEALED BY A LICENSED
NORTH CAROLINA PROFESSIONAL ENGINEER PRIOR TO SUBMISSION TO
