Project Description: Sealed bids will be received online by The Upper Hanover Authority (the Authority) until 10:00 A.M., prevailing time on Tuesday January 6, 2026, for the Area 3 Water Main Replacement S.R. 29 (Gravel Pike) & Water Street. This Project was financed [in part] by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.
The work to be performed under this contract generally consists of all labor, equipment, and materials necessary for the installation of approximately 12,000 linear feet of 8" water main including but not limited to replacement of existing water services to curb stops/boxes, installation of water meter pits, testing and disinfection of the new water main, abandonment-in-place of the existing water main between connection points, traffic controls, erosion and sediment controls, and associated pavement and landscape restoration as shown on the construction drawings and as specified in the Project Manual. In certain instances, the work may entail replacement of water services from building to meter pit/curb stop based on service material (i.e., if existing service material determined to be lead or galvanized requiring replacement), at The Upper Hanover Authority's direction. All work shall be completed in strict accordance with the construction drawings and Project Manual and is contained under one unit price contract.

Each bid shall be submitted in accordance with the Instructions to Bidders and must be accompanied by a Bid Bond or Certified Check for not less than ten percent (10%) of the Bid amount payable to the Authority along with an Agreement of Surety certifying that the required Performance and Payment Bonds will be provided to the Bidder.
The successful Bidder shall be required to furnish proof of insurance and bonds for Performance, Payment, and Maintenance in such form as meets the approval of the Authority and having as security thereon such Surety company or companies as are approved by the Authority.
A pre-bid meeting will be held on Thursday, December 11, 2025, starting at 1:30 P.M. prevailing time at the Upper Hanover Township Building – 1704 Pillsbury Road, East Greenville, PA 18041. Attendance at the pre-bid meeting is not mandatory but is strongly recommended.
This project is subject to applicable provisions of Act 422, Pennsylvania Prevailing Wage Act, as amended, and the prevailing minimum wage rates issued by the Pennsylvania Department of Labor and Industry, certified payrolls will be required attesting to this.
No Bidder may withdraw his bid within sixty (60) days after the date set for the opening of the bids.
The Authority reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, to waive any informality in the bids or to make an award to such Bidder who, in the judgment of the Authority, makes the most advantageous bid.
