Title: Sources Sought Notice for Laser for Widefield Quantum Diamond Microscope

BACKGROUND

The National Institute of Standards and Technology (NIST) Nanoscale Device Characterization Division (NDCD) develops and advances the measurement and knowledge infrastructure to characterize nano- and atom-scale engineered materials and solid-state devices for innovation in information processing, sensing, and future quantum technologies. The NDCD’s technical activities span atom-scale devices, nanoscale spectroscopy, nanoscale imaging, nanoscale processes and measurements, and alternative computing. To meet mission-critical requirements, the NDCD needs to procure a new high-performance 5 W 532 nm diode-pumped solid-state laser to act as a light source for a widefield quantum diamond microscope. This acquisition will ensure the Division continues to uninterruptedly have essential spectroscopic capabilities in the metrology of color centers to further their development as platforms for quantum sensing and communication.

The National Institute of Standards and Technology (NIST) has a requirement for a Laser for Widefield Quantum Diamond Microscope and is seeking information from sources that may be capable of providing a solution that will achieve the specifications described below:

The Contractor shall provide one (1) laser for a widefield quantum diamond microscope laser that meets the following minimum specifications:

1. Must be a diode-pumped solid-state (DPSS) laser.


2. Must lase continuously at a wavelength of 532 ± 3 nm.


3. Must have a spectral purity of greater than 99 %.


4. Must have a FWHM linewidth of less than 30 GHz.


5. Must produce an output power of 5 W or higher.


6. Must have output power that is continuously tunable from 50 mW to 5 W.


7. Must have a spatial mode of TEM00.


8. Must have a beam quality (M2) of less than 1.1.


9. Must have a beam divergence of less than 0.5 mrad.


10. Must have a beam circularity of 1.0 ± 0.1 or better.


11. Must have a linear polarization ratio of greater than 100:1.


12. Must have a power stability of ± 1 % or lower.


13. Must have a beam pointing stability of less than 5 µrad / °C.


14. Must have a beam position stability of less than 5 µm / °C.


15. Must have a noise of less than 0.1 % rms.


16. Must have a warm-up time of 10 minutes or less.


17. Must include a stand-alone chiller if liquid-based cooling is required.


18. Must have a means to shutter the emission of laser light.


19. Must include software to control the laser power and shutter with a standard

• State whether your company offers facility renovation services related to installation of the recommended equipment at its delivery destination, if required per the NIST-identified minimum specifications, and provide description of said services. Indicate if your company performs the facility renovation services or typically subcontracts the work to another company. Indicate if your company would be interested in inspecting the intended installation site during the market research phase.

• State published price, discount, or rebate arrangements for recommended equipment and/or provide link to access company’s published prices for equipment and services.

• If the recommended equipment and related services are available for purchase on any existing Federal Supply Schedule contract(s) or other contracts against which NIST may be able to place orders, identify the contract number(s) and other relevant information.

• Identify any customers in the public or private sectors to which you provided the recommended or similar equipment. Include customer(s) information: company name, phone number, point of contact, email address.

• Provide any other information that you believe would be valuable for NIST to know as part of its market research for this requirement.

• State if you require NIST to provide additional information to improve your understanding of the government’s requirement and/or would like to meet with NIST representatives to discuss the requirement and the capabilities of the identified equipment.
