SECTION I: GENERAL INFORMATION
1.01 INFORMATION SUMMARY
*DIGITAL SUBMITALS ONLY* The Town of Johnstown (the "Town") is issuing this Request for
Proposals (RFP) to select a qualified consultant or firm to provide professional services for the
architecture, design, and implementation of a cloud-based Esri ArcGIS Enterprise environment.
Submissions will only be accepted via email. Submissions shall be emailed to Cody Yager, Senior
GIS Analyst, at cyager@johnstownco.gov
Proposals will be accepted until Wednesday, December 31, 2025, at 5:00 PM, MST. No proposals will
be accepted after that time.
1.02 PURPOSE
The Town seeks a partner to establish a robust, scalable, and secure GIS infrastructure that will
support current internal workflows and future public-facing applications.
1.04 SUBMISSION OF QUESTIONS
Prospective firms are requested to submit any questions no later than Friday, December 12, 2025, by
5:00 PM, (MST) to Cody Yager, Senior GIS Analyst, at cyager@johnstownco.gov
1.05 AWARD
The award will be made to the qualified Firm who is best suited to deliver the Project based on
technical qualifications, cost, project timeline, and responsiveness to the entire scope. Additional
information regarding award criteria can be found in Section 4, Evaluation and Award, of this
document. The Town reserves the right to further negotiate any proposal, including price, with the
highest-rated respondent. If an agreement cannot be reached with the highest-rated respondent, the
Town reserves the right to negotiate and recommend an award to the next-ranked respondent or
subsequent respondents until an agreement is reached. The Town, at its sole discretion, may re-
advertise this RFP if an agreement cannot be reached.
1.06 AGREEMENT
The successful firm shall be required to enter into a Professional Service Agreement with the Town.
A sample agreement (Attachment A) is attached for your reference.
1.07 EXPENSES ASSOCIATED WITH RESPONSE
The Town will not be responsible for any expenses incurred by a consultant in preparing and
submitting a proposal. All proposals shall provide a straightforward, concise delineation of the
consultant’s capabilities to satisfy the requirements of this request. Emphasis should be on
completeness and clarity of content.

The Town reserves the right to review and approve/disapprove of all key staff and sub-consultant
substitutions, Furthermore, the Town reserves the right to reject any or all proposals in part or in full
and to waive any technicalities or informalities as may best serve the interests of the Town.

SECTION 2: SCOPE OF WORK AND REQUIRED SERVICES
2.01 BACKGROUND
A. The Town of Johnstown, incorporated in 1907, is a rapidly growing community situated in both Weld
and Larimer Counties, Colorado. The Town provides a full suite of municipal services, including:

2.02 INTRODUCTION
A. This Request for Proposals (RFP) describes the project, the required scope of services, the
consultant selection process, and the minimum information that must be included in the proposal.
Failure to submit information in accordance with the RFP requirements and procedures may be
cause for disqualification.
B. Based on this RFP, possible interviews, and reference checks, the Town intends to select a
consultant for the Town of Johnstown. The process will include the negotiation of a Professional
Services Agreement. If the Town is unable to reach a contract agreement with the selected
consultant, then the Town would have the option to negotiate with another consultant. This RFP does
not commit to the Town to award a contract, defray any costs incurred in the preparation of a proposal
pursuant to the RFP, or any resulting negotiations, or procure a work contract.
2.03 STATEMENT OF WORK OVERVIEW
A. The Town of Johnstown seeks a qualified consulting partner to design, deploy, and support a
modern, cloud-based Esri ArcGIS Enterprise environment that will serve as the Town’s centralized
GIS platform for internal operations and future public-facing applications. The selected consultant
will provide end-to-end services—from architectural planning through post-deployment support—
to establish a secure, scalable, and fully functional ArcGIS Enterprise “Base Deployment” in a cloud
environment such as Microsoft Azure or Amazon Web Services.
The work includes evaluating the Town’s current GIS workflows, infrastructure, user needs, and
licensing; developing a cloud architecture and security model aligned with best practices; installing
and configuring all necessary components of ArcGIS Enterprise; migrating existing GIS data and
publishing essential services; and ensuring that Town staff receive appropriate documentation,
training, and knowledge transfer to effectively administer and maintain the system long-term.
2.04 OVERVIEW OF SERVICES & IDENTIFICATION OF KEY TASKS
A. Kick-off Meeting and Site Visit (After Award)
o Meet with Town Staff to review the project timeline and expectations.
B. Background Review
The Town currently provides GIS services with a focus on data management and mapping.
• Software: The Town utilizes Esri ArcGIS Pro for desktop editing.
• Usage: There are approximately 1–2 daily heavy users (editors) and a broader base of
viewers.
• Data: The Town manages dozens of data layers utilized by internal staff and the public.
• Goal: The transition to ArcGIS Enterprise is intended to centralize data management, enable
web-based editing, improve security, and facilitate better data sharing with the public and
third-party vendors.
