INVITATION TO BID
SEALED BID PROPOSALS for furnishing all labor, materials, equipment and services required for the
construction of the ELEVATOR MODERNIZATION - GRANTS PASS CITY HALL project in the City of
Grants Pass are now being accepted. Bids will be accepted by the City Recorder at the City of Grants
Pass Administration Office at 101 N.W. “A” Street, Room 205, Grants Pass, Oregon, Attn: City Recorder,
until 3:00 P.M., April 2, 2026, at which time they will be publicly opened and read in the City of Grants
Pass City Manager’s Conference Room, and after which they will not be received or accepted.
THE PROPOSED WORK INCLUDES APPROXIMATELY THE FOLLOWING:
The City of Grants Pass is soliciting proposals from qualified, licensed elevator contractors to
modernize one (1) existing two-stop hydraulic passenger elevator originally installed in 1975 by Otis
Elevator Company at Grants Pass City Hall.
Rated capacity: 2,500 lb Goal: Achieve full compliance with the 2024 Oregon Elevator Specialty
Code, deliver a reliable, accessible, energy-efficient, safe, and modern passenger experience, and
extend service life by 20–25 years.
Project May Contain the Following Components but is not limited to: Hydraulic Cylinder/Jack Replacement;
Control & Drive System; Door Equipment; Car Interior; Hoist way & Safety Devices; Electrical &
Miscellaneous; Possible Alternates; and a 5yr Maintenance Contract
Bid Documents for the work may be acquired on or after MARCH 12, 2026, and may be downloaded from
the City Website at www.grantspassoregon.gov/bids.aspx. All information related to this project will be
posted on the City of Grants Pass Website “Bids”.
A NON-MANDATORY Pre-Bid Meeting will be held at the City of Grants Pass RIDGE CONFERENCE
ROOM, located at 101 N.W. “A” Street, Grants Pass, Oregon, on Thursday, March 19, 2026, at 11:00
a.m. local time.
Bidder shall state as part of the bid that the provisions of ORS 279C.800 to 279C.870 (Prevailing Wage
Rate) shall be complied with.
The City of Grants Pass may reject any bid not in compliance with all public bidding procedures and
requirements, may waive any irregularities, and may reject for good cause any or all bids upon a finding of
the City it is in the public interest to do so.
SPECIAL NOTE! The work shall be completed no later than Ninety (90) calendar days after a written
“Notice to Proceed” is given to the Contractor by City. The performance period may be increased due to
extended material lead time.
