Project Description: Bucks Villa, Inc. located at 30 Old York Road, New Hope, PA 18938 will receive sealed bids online until 12:00 p.m., prevailing time on November 12, 2025 at which time and place the bids shall be publicly opened for: Contract # B-25-05 BASE BID: Facility Improvements, BID ALTERNATE #1: Heating and Cooling System for New Office, BID ALTERNATE #2: Relocation of Security Camera System and/or BID ALTERNATE #3: Installation of Exterior Fire Escape
This project involves a base bid and alternate bids for renovations of a mixed-use building owned by Bucks Villa, Inc. located at 30 Old York Road, New Hope, PA 18938.

PennBID assesses a fee of 1/3 of 1% of the contract value for fixed fee contracts, and 1/6 of 1% of the contract value for term contracts. There is a minimum award fee of $150 and is capped at $6,000 (+ tax). to bidders who are awarded contracts. Bids must be submitted online via PennBid no later than November 12, 2025, at 12:00 p.m. Bids will be opened on Wednesday, November 12, 2025, at 12:15 p.m. Award to the lowest responsible Bidder is anticipated by November 21, 2025.
Bids must be made on the forms furnished within PennBid. Each Bid shall be submitted in accordance with the Instructions to Bidders and the Instructions for Submitting Electronic Bids set forth in the Bid Packet, including, but not limited to, a Bid Bond (issued by a surety licensed to conduct business in Pennsylvania), Bank Money Order, or Certified Check for not less than ten percent (10%) of the Bid amount payable to Bucks Villa, Inc., an Agreement of Surety certifying that the required Performance and Payment will be provided by the Successful Bidder to Bucks Villa, Inc. upon the awarding of the Bid; and proof of insurance as required by the Contract Documents. The Successful Bidder will be required to furnish Performance and Payment Bonds in the amount of 100% of the Contract Price.
The Bidder's attention is called to the fact that the project is receiving Community Development Block Grant (CDBG) funds pursuant to the Housing and Community Development Act of 1974, as amended. The successful Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, or national origin. The completion of all required Bid Documents must also be submitted at the time of the bid. Consistent with other Federal programs, CDBG requires various Federal laws, regulations, and guidelines the successful bidder and their subcontractors must comply with including but not limited to: Title VI of the Civil Right Act of 1964, as amended, 29 CFR Parts 1, 3, 5, 6, and 7, Contract Work Hours and Safety Standards Act; 2 CFR Part 75 Section 3.; The Build America, Buy America Act (BABA) requiring that all iron, steel, manufactured products, and construction materials used for federally funded infrastructure projects are produced in the United States, unless otherwise exempt or subject to an approved waiver per 2 CFR ยง 184, and Section 504 of the Rehabilitation Act of 1973 (Section 504). In accordance with 24 CFR 24, no award of federal funds may be made to debarred or suspended applicants, or those proposed to be debarred or suspended from doing business with the Federal Government.
The work to be performed under this Agreement is a project assisted under a program providing direct Federal financial assistance from HUD and its subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1702). Section 3 requires that to the greatest extent feasible opportunities for training and employment be given to low-and very low-income residents of the project area, and that contracts for work in connection with the project be awarded to business concerns that provide economic opportunities for low- and very low-income persons residing in the metropolitan area in which the project is located.
Pre-Bid meeting attendance is mandatory. A pre-bid meeting is to be conducted at 30 Old York Road, New Hope, PA 18938 from 10:00 a.m. to 11:00 a.m. on October 23, 2025. An alternate meeting date of October 27, 2025, from 2:00 p.m. to 3:00 p.m. should a bidder be unable to attend the meeting on October 23, 2025. This pre-bid meeting will be open to all bidders, and all information given at this meeting will be considered part of the Bid Packet, via addendum, and is to be included in the bids. All bidders are required to attend one pre-bid meeting and shall pre-register for that meeting via PennBid.
Bucks Villa, Inc. reserves the right to reject any or all bids for any cause whatsoever, to eliminate any item or items from the contract, to waive any informality or irregularity in the bids, and exercise its judgement as to the comparative merit of the products and services offered. Award of the Contract, if awarded, will be to the lowest responsible and responsive bidder. Bids may be held by Bucks Villa, Inc. for a period not to exceed ten (10 days) from the date of the opening for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding of the Contract.
