Request for Proposal
1. PROJECT INTRODUCTION AND BACKGROUND
The Town of Shelburne is seeking bids to provide design build construction services to
construct a new Maintenance garage with a total project cost between $150,000- $205,000.
The project is located at Davis Park, 344 Harbor Rd., Shelburne, VT. The existing building
consists of an area for the Boy Scouts, and a separate area used as a town maintenance
garage, and a small storage area for Parks and Recreational items. The services would
include removing the existing Building and Grounds Maintenance shop structure, while
leaving the attached Scout barn undisturbed. The Maintenance shop was once part of the Boy
Scout warming hut for an ice rink that is no longer on site. The shop is used year-round, but
most operations take place from March to October. This project is intended to start and be
completed during the off season, from roughly October 15th through April 15th, when not
heavily utilized. Access to the Scout barn and playground will need to remain open during
construction.
The purpose of the project is to construct a new Maintenance Building that closely resembles
what the Cemetery did with their building, allowing it to function efficiently for housing
various groundskeeping equipment and providing an operations center for staff. This includes
an accessible restroom for the public to use while they visit the park. In addition, the existing
facility was built around 1983 and is in dire need of upgrades and replacement.
2. SCOPE OF WORK
Develop construction drawings and cost estimate that will advise the owners on the best
options for the construction of a new building. Removal of the old structure, salvaging any
usable foundation sections, and constructing a two-bay garage that would include extending
the length of the building by six feet, making the total dimensions 30’ x 28’. We also need
the roof line to be extended in height to match the Boy Scout barn to give us a taller ceiling.
Lastly, an ADA bathroom and a small 4’x 4’ closet for utilities needs to be added. The new
building shall have two new garage doors, and a man door.
2.1 Project Timeline
Project site will be available for contractor to begin no earlier than October 1, 2026.
Project should be completed by April 15, 2027. No liquidated damages on bid.
2.2 Demolition
The contractor shall remove and dispose of the existing building, including exterior and
interior walls, roof structure, doors and pavement. Any hazardous material shall be disposed
of in a legally appropriate manner. The site shall be prepared for construction including the
new foundation addition. The existing water, wastewater and electrical services are to be
maintained. The boy scout portion of the building must remain standing, and there will need
to be a 2 hour rated wall between the maintenance garage and the boy scout area.

2.3 Utilities During Construction
Bidder is responsible for any required temporary heat and enclosures. Temporary electrical
wiring may be connected to the existing electrical service. Temporary power for
construction will be provided by the Town of Shelburne.
2.4 Alternate Construction Methods
The attached drawings are what was used to complete the Cemetery Maintenance shop. The
drawings depict a baseline 2x6 and 2x4 stick built structure (walls to be 2 x 6), with mineral
wool insulation. Proposals for alternative construction methods, such as pre-fab or metal kit
construction are welcome, as long as they provide the required form, fit, and function, and
are cost competitive.
2.5 Restroom and Plumbing
The restroom is intended for four seasons use by the Building and Grounds staff and Scout
employees. There shall be provisions for draining all water lines, or blowing out with
compressed air for the winter months if future use is no longer needed. A separate heating
system for the bathroom should be included for four season use. The restroom shall be
accessed from the exterior of the building only.
The restroom will be a small half bath arrangement with toilet and sink. Restroom must be
ADA compliant and accessed from the outside of the building for public use.
An electric tankless hot water heater (small instantaneous hot water heater) shall be included
to provide warm water for the sink.
The restroom waste lines shall drain out to the existing town wastewater line.
One external hose spigot and one internal spigot, for cold water only, shall be provided.
Existing floor drain must be kept operational.
The town will provide toilet paper and paper towel dispensers.
There shall be a central light/fan fixture for the bathroom.
2.6 Electric Service
Utility pole may need to be relocated to accommodate the garage door.
The new breaker panel should be a 200-amp service to allow for future power needs, and
additional circuits to be added on at a later date (rechargeable electric mowers, trimmers,
Tennis court lights etc).
Electric service in the restroom shall be adequate to allow for fans or space heaters.

240 Volt service is required in the closet to power a shop air compressor.
240 Volt service is required in the restroom to power the tankless water heater.
Lighting
1. Provide LED shop lights mounted to a sheetrock ceiling, with three-way switches
near the man door.
2. Provide one exterior motion detection light at each overhead door (2 total).
3. Storage closet shall have one fixture in the ceiling.
4. Restroom shall have one fixture/fan in the ceiling
2.7 Insulation
The building and restroom shall be insulated with mineral wool (including the ceiling) to
allow for heating.
2.8 Attic
An access panel shall be provided for the inspection of attic, not for the intention of any
storage.
2.9 Heating
Modine or Rennie garage heaters are the preferred HVAC brands for heating.
2.9.1 Additional Material and Design Requirements
2.9.2 Exterior Walls
1. Exterior walls shall be 2x6.
2. Sill plates shall be pressure treated 2x6 with sill seal.
3. Exterior wall and gable sheathing shall be either 15/32” minimum thickness
plywood or 5/8” minimum thickness Zip System.
4. House wrap shall be installed over the sheathing.
5. Siding shall be T1-11 with a bottom PVC board with Z flashing at the joint with
white trim to closely match the Scout barn.
2.9.3 Roofing materials
6. Roof sheathing shall be plywood, 5/8” minimum thickness.
7. Roof ridge shall be vented.
8. Drip edge shall be 8” white aluminum.
9. Synthetic roofing underlayment shall be used.
10. Roofing shingles shall be rated for 30-year minimum life. Valleys shall be 14-
gauge metal
11. PVC gutters and downspouts should be installed.

12. Facias shall be 8” PVC.
13. Soffits shall be white, vented PVC.
14. Roof framing shall include new roof trusses, and have hurricane clips to prevent
uplift.
15. New building shall have a 16-inch overhang at all roof edges.
The two ridge lines of each building will be connected at the same elevation, with
two valleys. This may require installing new roof rafters on the Boy Scout portion
of the roof framing to support a new overbuild. Two layers of sheetrock will need
to be extended to the ridge line to separate the maintenance building from the Boy
Scout building for fire rating purposes.
Provide alternate pricing for total replacement of the Scouts section of
the roof with 30-year minimum life shingles.
2.9.4 Doors & Windows
1. One exterior entry door should be added to the building and insulated
2. Overhead doors shall be insulated, raised panels, white, no windows.
3. Exterior doors and windows shall be trimmed with white, 5/4 x 4in PVC J door
casings.
4. Exterior bathroom doors shall be insulated
5. Interior trim to be 1x4 pine.
6. Windows shall be double hung vinyl windows.
2.9.5 Interior Walls and Ceilings
5. All walls shall be 2x6 with the exception of the closet which may be 2x4.
6. Restroom walls and ceilings shall be insulated and sheet rocked. 8” insulation in
the ceiling, 6” insulation in walls. Restroom interior walls shall be of 2x6
construction to allow for insulation and plumbing.
7. Ceilings shall be 5/8” sheet rock. Wall between the garage and restroom shall
have 5/8” sheet rock on both sides, with 6” insulation. Other walls may be either
5/8” or ½” sheet rock.
8. The closet walls shall be ½” sheet rock on the exterior only and 5/8” sheet rock on
the ceiling.
9. Interior walls in the maintenance bays shall be insulated and beadboard covering.
2.9.6 Flooring
1. Restroom flooring shall be vinyl sheet.
2. Maintenance bay cement floor shall be coated with either sealant or epoxy coating.
3. Existing concrete slab shall be extended as needed by connecting with steel rods,
thickened edges of concrete to reduce differential settlement.
4. Provide a 3-foot concrete apron at all door openings the width of the doors.
Provide alternate pricing for a 3-foot concrete apron in front of the Scouts
main double doors.
