REQUEST FOR BID
FIRE HOSE AND LADDER TESTING
Sealed bids will be received by the Town of Merrimack until 2:00 pm on Tuesday, October 20,
2026 to conduct physical inspection and pressure tests on fire hoses and inspections and service
testing for all fire department ground ladders in accordance with applicable National Fire
Protecting Association (NFPA) standards for the Fire Department with the enclosed specifications
and following scope of work.
The bid shall be submitted with the Bid Form by the date and time and shall exclude state and
deferral taxes not applicable to municipalities. The both bid prices shall be quoted F.O.B. Town
of Merrimack, Fire and Rescue Department, 432 Daniel Webster Hwy, Merrimack, NH 03054.
The successful bidder will be required to provide an insurance certificate confirming the following
insurance coverage: worker's compensation insurance as required by the State of New Hampshire;
broad-form comprehensive general liability insurance in an amount no less than $1,000,000
combined single limit per occurrence; and motor vehicle insurance to include bodily injury,
property damage, uninsured motorist, and employer's non-ownership coverage in an amount no
less than $1,000,000 combined single limit per occurrence. The Town of Merrimack shall be
named as an additional insured on all policies.
The successful bidder must also agree in writing to indemnify the Town of Merrimack from any
and all liability, loss or damage, including but not limited to bodily injury, illness, death, or
property damage, which the Town becomes legally obligated to pay as a result of claims, demands,
costs, or judgment against the Town arising out of the contractor's actions or omissions relating to
this project.
The related award will be based on price, and Town's evaluation of the quality of the proposed
units and bidder's experience and reputation will include discussions with current users. Therefore,
bidders shall identify on the Reference Form three comparable projects that have been completed
over the last three years.
The Town reserves the right to reject any or all bids, to waive irregularities in the bids, and to
accept the bid which best serves the interest of the Town.
Two copies of the bid shall be marked "Bid for Fire Hose and Ladder Testing" and delivered to
the Town of Merrimack, Finance Department at located at 6 Baboosic Lake Rd, Merrimack, NH
by the date and time specified above.

SPECIFICATIONS
1. Scope of Work
The Town of Merrimack seeks a supplier to conduct physical inspection and pressure tests on fire
hoses and inspection and service testing for all fire department ground ladders in accordance with
applicable National Fire Protection Association (NFPA) standards for the Merrimack Fire Rescue
Department. Additionally, the successful bidder must provide documentation of all tests conducted
to the Merrimack Fire Rescue Department.
* The Fire Rescue Department has approximately 18,800 feet of fire hose less than 5" inches
diameter that needs to be tested annually.
* The quantities of ladders requiring testing are listed on the Bid Form.
2. Fire Hose Inspection & Testing
The successful bidder must ensure fire hose testing is conducted per the NFPA 1962 Standard on
the Care, Use, Inspection, Service Testing, and Replacement of Fire Hose, Couplings, Nozzles,
and Fire Hose Appliances.
A. Physical Inspection and Pressure Test
a. Conducted in accordance with NFPA 1962 Standard.
i. All fire hoses failing the physical inspection or pressure test shall be tagged
and removed from service per NFPA standards.
1. All fire hoses must be tagged according to industry standards, and
the Assistant Fire Chief and Fire Chief must be clearly informed that
they must be removed from service.
ii. Fire Rescue Department will determine whether to repair and retest hoses
failing inspection.
1. If repairs are conducted, Merrimack Fire Rescue Department will
make the determination of the proper method for repair.
B. All fire hoses will be made available for the awarded supplier to complete inspection and
testing on the dates agreed upon with the Merrimack Fire Rescue Department.
C. The successful bidder must offload the fire hose from the fire engine delivered to the
Merrimack Fire drill field by Merrimack Fire. After physical inspection and pressure tests
are complete, the awarded supplier must reload the fire hose onto the same load out fire
engine that it was delivered from.
3. Ground Ladder Inspection & Testing
The successful bidder must ensure inspection and service testing are conducted according to the
NFPA 1932 Standard on Use, Maintenance, and Service Testing of In-Service Fire Department
Ground Ladders.

A. The Merrimack Fire Department requires inspection and service testing of 31 ground
ladders of various sizes.
B. All ladders will be made available for the awarded supplier to complete testing on the
agreed-upon dates with Merrimack Fire.
4. Documentation
A. The final test results must be compiled into a final report and provided to Merrimack Fire
within 30 calendar days of the testing being completed.
B. At a minimum, the fire hose testing report must include the following:
1. Date of service test 4. Identification numbers of hoses
2. Service test pressure 5. Results of testing
3. The diameter and length of the
hose tested
At a minimum, the ground ladder testing reports must include the following:
1. Manufacturer identification 6. Type of Ladder

5. Required Equipment
The successful bidder must provide the necessary testing equipment to administer testing properly
in accordance with the NFPA 1962 and NFPA 1932 standards.
6. Testing Dates
All testing of fire hoses and ground ladders will be conducted at agreed-upon dates and times with
the successful bidder throughout the duration of this contract.
