The U.S. Army Corps of Engineers – New England District is issuing a Pre-Solicitation Notice for Office Repairs, North Springfield Lake, Springfield, VT and Upper Connecticut River Basin Office, Perkinsville, VT.

QUESTIONS REGARDING THE PROCUREMENT WILL NOT BE ANSWERED DURING THE PRESOLICITATION PHASE. SUBMIT QUESTIONS TO THE CONTRACT SPECIALIST AFTER THE SOLICITATION AND ASSOCIATED DOCUMENTS HAVE BEEN POSTED.

THE WORK CONSISTS OF:

Furnish all labor, materials, and equipment necessary to:

North Springfield Lake Project Office

1. Replace two (2) mini split ductless heat pumps


2. Replace two (2) entry doors and trim


3. Replace one (1) heat pump hot water heater

Upper Connecticut River Basin Office

1. Replace three (3) mini split ductless heat pumps

Additionally, the Government may choose to exercise optional tasks that include:

North Springfield Lake Project Office

1. Repair and painting of a drywall ceiling


2. Install of seamless gutters


3. Install of bathroom vent fan


4. Replacement of a bathroom urinal

Upper Connecticut River Basin Office

1. Cleaning of exterior siding, trim, decks and handicap ramp on the Upper Connecticut River Basin Office.

The Government may elect to exercise no option tasks, or any combination of option tasks.

All work shall be performed in accordance with the following Statement of Work.

Location –

The North Springfield Lake Project Office is located at 98 Reservoir Rd. Springfield, Vermont.

The Upper Connecticut River Basin Office is located at 1678 Reservoir Rd. Perkinsville Vermont.

The magnitude of construction is between $25,000 and $100,000. For additional information on construction contracts awarded to small businesses please visit: Partnering With Us (army.mil).

This is not a request for quotes at this time. The solicitation requirements and contract documents, to include instructions for submission, and the response date will be available on or about July 24, 2025. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Contract Opportunities website (www.SAM.gov).

This procurement is set-aside for small business vendors. The applicable NAICS code is 238220 with a Small Business Size Standard of $19 Million.

ALL VENDORS MUST HAVE AN ACTIVE REGISTRATION IN SAM.GOV AT THE TIME OF SUBMISSION IN ORDER TO BE CONSIDERED. ANY VENDOR THAT DOES NOT HAVE AN ACTIVE SAM.GOV REGISTRATION WILL BE REJECTED AS NON RESPONSIVE.
