1. General Information
1.1. Introduction
The Portage County Highway Department (County) is interested in obtaining the services of a professional
engineering consultant for multiple survey, design, real estate, engineering traffic studies, and construction
oversight projects in 2026, 2027, and 2028.
The County of Portage, as represented by the Purchasing Department, intends to use the results of this
Request for Qualifications (RFQ) to award a contract, or contracts, for areas listed below. The County of
Portage may also award a master’s contract for a one to three years period for projects listed below. Retain
a copy of these proposal documents for your files. Should you receive an award, these documents become
your contract terms and conditions with an agreed upon scope of services related to each specific project.
The contract(s) resulting from this RFQ will be administered by the Portage County Highway Department.
The proposal includes multiple areas of professional engineering. Proposers may submit for one or multiple
areas depending on their availability and expertise.
1.2. Definitions
The following definitions are used throughout the Request for Qualifications (RFQ):
Consultant means proposer awarded the contract.
County means the County of Portage Wisconsin.
Proposer/Vendor/Bidder means a company or individual submitting a proposal in response to this RFQ.
Purchasing means the County of Portage Purchasing Department.
RFQ means Request for Qualifications.
State means the State of Wisconsin.
VendorNet means the State of Wisconsin’s electronic purchasing information system.
1.3. Scope
The Portage County Highway Department is seeking professional engineering services for the following
areas:
1.3.1. Survey and Roadway Design for County-Constructed Rural Roadway Projects
1.3.1.1. Roadway Corridors may vary between 3 and 4 rods in width. Roadway surface may need to
be widened to meet Trans 205 or 3R alternative classification.
1.3.1.2. Topographic survey, right-of-way determination, and potential need for right-of-way plat
and right-of-way staking. Real estate acquisition services to be covered under separate
contracts.
1.3.1.3. Preliminary roadway design and estimate. Final roadway design and estimate.
1.3.1.4. Potential subgrade improvements along low-lying areas.
1.3.1.5. Drainage structure(s) evaluation/sizing during design.
1.3.1.6. Coordination/Permitting with appropriate regulatory agencies and utility companies.
1.3.1.7. Public involvement meetings and displays.
1.3.1.8. Development of Plan and Profile Sheets and Cross Sections to be utilized by County
Construction Staff

Survey and Drainage Structure Design for Local Let (Town or County) Projects
1.3.2.1. Topographic survey, right-of-way determination, and potential need for right-of-way plat
and right-of-way staking. Real estate acquisition services to be covered under separate
contracts.
1.3.2.2. H&H analysis, structure sizing and design, and preliminary estimates for small structure
replacements (6’ to 20’) spans. The need for multiple structure designs/evaluations will be
determined during final scoping.
1.3.2.3. Coordination/Permitting with appropriate regulatory agencies and utility companies.
1.3.2.4. Preliminary structure and approach design with estimate. Final structure and approach
design with estimate.
1.3.2.5. Public involvement meetings and displays.
1.3.2.6. Development of Final Plans, Specifications, Special Provisions and Engineer’s Estimate.
The County will provide the actual letting services.
1.3.2.7. Examples of structures: CTH X Multiple Culvert Structure (600ft north of CTH DB) over
unnamed tributary of Little Eau Claire River; CTH A (300ft south of Clinton Road) over
Spring Creek; Brilowski Road Multiple Structure location (625ft north of Golla Rd)
Construction Management
1.3.3.1. Construction oversight, inspection services, and material testing for local-let projects
related to, but not limited to, roadway or structure replacements within Township or
County ownership.
1.3.3.2. Project examples would be projects that are funded locally by the Town/County and would
be similar to: CTH X Multiple Culvert Structure (600ft north of CTH DB) over unnamed
tributary of Little Eau Claire River; CTH A (300ft south of Clinton Road) over Spring Creek;
Brilowski Road Multiple Structure location (625ft north of Golla Rd)
Engineering Traffic Studies
1.3.4.1. Intersection and corridor safety reviews
1.3.4.2. Speed Zone studies and reviews
1.3.4.3. Review of submitted Traffic Impact Analysis Reports completed for private developments.
1.3.4.4. Examples of this are county roads that abut growing urban areas or are in need of speed or
safety studies due to accident history or local concerns.
Real Estate Acquisition Services
1.3.5.1. Full service real estate acquisition services including appraisals, negotiations, acquisition
services, and maintenance of project and parcel files for.
1.3.5.2. The work will be done in accordance with Wisconsin State Statutes, Wisconsin
Administrative Codes, and the Wisconsin Department of Transportation Division of
Highways Local Program Real Estate Program Manual.
1.3.5.3. Real estate services may be needed on Local let projects as well as WisDOT STP projects.
1.4. Project Phases
Consultants may be awarded one or multiple projects depending on their qualification and schedules. The
scope of projects and phasing will be determined at the time of need during contract negotiations.
