The City of Columbus is requesting sealed bids for AWOS III P/T Construction - Phase II. All bids will be received by the City of Columbus at the Columbus-Lowndes County Airport (368 Fabritek Drive, Columbus, MS 39702) until 1:00 PM Local Time on April 16, 2026, at which time and place they will be publicly opened and read aloud. Bids received after the specified time will not be accepted and will be returned unopened.

The work is generally described as follows:

Base Bid – Install AWOS III P/T with associate pad improvements and fencing. The contract time for the is 180 calendar days for AWOS material procurement (Phase 0) and 45 calendar days for all field work (Phase 1). Liquidated damages in the amount of $500.00 will be assessed for each consecutive calendar day thereafter.

A pre-bid meeting is planned for this project on April 2, 2026 at 1:00 PM. at the Columbus-Lowndes County Airport. It is strongly recommended that prospective bidders attend the pre-bid conference and perform a site visit. Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid. Contractors must be qualified under Mississippi Law and be registered with the State of Mississippi and as a licensed general contractor capable of performing the required work.

Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s Golden Rule is followed, state law requires a non-resident bidder to attach to his bid, a copy of his/her resident state’s current laws pertaining to such state’s treatment of non-resident contractors.

Bidders’ attention is invited to the Instructions to Bidders relative to pre-award, equal employment opportunity requirements, and non-segregated facilities. Bids must be submitted on the standard form of bid proposal and must include a Bid Bond in the amount of 5% of the Bid. The successful bidder will be required to execute the standard form of Contract and Agreement, together with a 100% Performance Bond and a 100% Payment Bond, within 10 days after formal award of the contract.

The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 90 calendar days after the scheduled closing time for receiving bids. This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.
