SCOPE OF WORK:

  • Remove and replace the existing Spanish clay tile roof.
  • Locate and repair any existing leaks.
  • Restore the roof to ensure weatherproofing while maintaining its historic appearance.
  • Removing the existing Spanish clay tile roof.
  • Locating and repairing leaks.
  • Replacing deteriorated roof structures (soffits, fascia, rafters) with new materials.
  • Utilize new and existing Spanish clay tiles, including labor and material warranty.
  • The roof area is approximately 4801 square feet with an 8:12 pitch, totaling an estimated 5761 square feet.

Qualifications:
The City of Liberal is accepting bids from qualified contractors for the project above. The purpose of this project is to install a weatherproof Spanish clay tile roof that preserves the historic aesthetic. Bids submitted after the closing date and time will not be considered.
Key tasks and components are general estimates to be confirmed by the contractor.

GENERAL CONDITIONS:
• All work must adhere to the Secretary of the Interior’s Standards for Rehabilitation, viewable at: http://www.nps.gov/history/hps/tps/standards/rehabilitation.htm.
• Compliance with all applicable laws and regulations is mandatory.
• A certificate of insurance up to $1,000,000 is required and must be submitted with the contractor’s bid; subcontractors must maintain the same insurance level.
• Bidders must submit a sealed bid that includes the completed invitation to bid form, a bid bond, or a certified or cashier’s check for 5% of the total bid, payable to the City of Liberal.
• The awarded bidder must obtain a performance bond of 100% of the contract value before signing the contract, after the bid has been awarded.
• Services provided under this contract are personal and cannot be assigned or transferred without written consent from the City.
• Bidders must visit the project site to inspect relevant conditions and verify estimates before submitting a bid.
• Bids will be evaluated based on cost, financial stability, technical competence, experience, timeline, and labor and material warranty.
• All bids are subject to verification of computations, required documentation, and qualifications; unit costs will prevail in case of discrepancies.
• Bids will be examined, tabulated, and presented to the City Commission for approval.
• A current City of Liberal contractor and business license is required before bid award and contract signing.
• The City reserves the right to reject any or all bids, waive informalities, and accept the bid deemed in its best interest.
• Bidders must guarantee their proposal for 30 days after bids are opened.
• The construction schedule must be itemized, and payment requests must be submitted as lump sums or unit prices.
• The City does not pre-pay for material or upfront expenses.
• Change orders require prior approval from the project manager.
• Ingress/egress of equipment will be discussed before bid acceptance and contract signing (Railroad access is unavailable).
• The City will obtain necessary permits.
• Materials must be stored and handled to prevent loss or damage.
• The completed project will be subject to inspection by the City of Liberal Building & Code department.
• The City of Liberal is exempt from state and local sales taxes; this project is not subject to sales tax.
• The contractor will provide, at their expense, a minimum of a 5-year workmanship warranty, including labor and materials, along with the manufacturer’s warranty for all roofing material.

BID PAPERWORK:
Deliver your bid to the City Clerk in a sealed envelope. Submit one bound and one unbound copy of the bid using the provided forms, signed and authorized in ink. Emailed bids will not be accepted. Bidders must use the attached Invitation to Bid document to record pricing quotes and references.

Miscellaneous:
The project manager will review all bids received by the deadline. Bidders are reminded to only bid on the items designated in the Bid Form section, and follow the outlined General Conditions. Any additional items and tasks will be considered separately from the base bid if the City requests additional work or deletes any functions from the original scope.
