Organization Overview
The National Association of Community Health Centers (NACHC) is a national organization supporting
federally qualified health centers and federally qualified health center look-alike organizations and
expanding health care services for the medically underserved and uninsured. Founded in 1971, NACHC
advances access to high-quality, community-driven health care through advocacy, education, training
and technical assistance, leadership development, and strategic partnerships that strengthen health
center performance and improve health outcomes in medically underserved communities nationwide.
Background
The Health Resources and Services Administration (HRSA) Bureau of Primary Health Care (BPHC)
provides funding to three National Technical Assistance Programs (NTAPs) to support health centers in
delivering comprehensive, high-quality primary care while strengthening, for example, chronic disease
management, nutrition, preventive services, and quality. Technical Assistance (TA) also supports health
centers in addressing emerging public health priorities, enhancing financial and operational
effectiveness and efficiency, meeting and exceeding Health Center Program compliance requirements,
and developing effective leadership among health center executives and boards.
NACHC serves as the National Technical Assistance & Coordination Center, one of three NTAPs funded
through a cooperative agreement by HRSA/BPHC. As part of this cooperative agreement, NACHC is
required to maintain and enhance the Health Center Resource Clearinghouse and collaborate with

BPHC-funded TA programs (i.e. NTAPs, Primary Care Associations, and Health Center Controlled
Networks) to ensure it remains "a central place for high-quality, accessible TA resources." NACHC has
served as the coordinating center and resource curator for the Health Center Resource Clearinghouse
since its launch in 2018, growing it through a multi-organization collaboration to over 1,000 TA
resources tailored for CHCs in its first year. In 2025, a BPHC-driven realignment streamlined the
repository and in 2026 NACHC was awarded a new cooperative agreement to coordinate and co-design
the Clearinghouse's next iteration in alignment with BPHC's strategic priorities for the Health Center
Program.
Time Period
NACHC will identify the selected vendor by November 2, 2026, with a targeted kickoff date of November
10, 2026. This will be an 8-month contract with the initial period of performance between November 10,
2026 - July 31, 2027. The vendor may be retained for a multi-year period of service through July 31,
2030, based on successful performance during the period of initial service (contract year ending July 31,
2027), and on-going availability of funds.
RFP Services
NACHC seeks a vendor with expertise in assessing, enhancing, and implementing content management
solutions, library technologies, and information systems rooted in modern adult learning concepts and
evolving instructional design methodologies.
NACHC seeks a qualified vendor to:
* Manage the current Health Center Resource Clearinghouse,
* Support the coordination and collaboration with HRSA TA programs,
* Develop a refreshed strategic design and plan for the next iteration of the Clearinghouse.
NACHC intends to procure a qualified vendor to develop and manage a robust, accessible, web-based
clearinghouse that centralizes resources, enhances the user experience, supports engagement across
the health center field, is content-relevant based on current and emerging TA needs and is scalable to
meet programmatic growth objectives for the next four years. The vendor must also be knowledgeable
and experienced with Clearinghouse concept innovation and emerging technologies that reflect the
multiple ways in which adults learn and engage to advance their skills and understanding in a health
center setting. The Health Center Resource Clearinghouse is funded through a cooperative agreement
and the selected vendor will be expected to operate within the applicable federal regulatory and
compliance landscape.
The Clearinghouse will host the materials from current and former BPHC-funded TA programs and may
also host additional content submitted by other organizations and approved through a defined review
and governance process. NOTE: Clearinghouse submission review and governance processes may be
developed under a separate scope of work. The selected vendor for this scope of work will be expected
to provide technical consultation for the review and governance process as needed to inform a
compatible workflow for timely and consistent resource updates.
The evolution of the Clearinghouse is expected to include more precisely curated content, improved and
intuitive user experience, enhanced user data and analytics to customize the user experience and to

identify resource gaps. In addition, the Clearinghouse is expected to provide an option for users to more
easily access materials with limited barriers and improved access to TA resources. NACHC expects the
Health Center Resource Clearinghouse and its contracted manager to maintain the highest standards of
innovation and demonstrated impact.
NACHC is seeking proposals from qualified vendors or vendor teams to complete a single comprehensive
scope of work spanning three connected and concurrent tasks:
Task 1: Project Management: Activities include, but are not limited to:
* Maintaining a shared, detailed project workplan with all project activities and due dates.
Assigning responsibilities for project tasks and reviewing/updating on a recurring basis.
* Providing regular communication of progress or problems with NACHC staff, including
acknowledgement/response to emails within 2 business days unless otherwise discussed.
* Facilitating bi-weekly 1-hour meetings with NACHC staff project lead(s) to review status and
address questions or issues.
* Participating in clearinghouse-related meetings with TA partners by video conference or in-
person if/as determined by NACHC (e.g., NTAP workgroup meetings).
* Conducting ad hoc meetings and email communication as necessary with the NACHC project
team and TA partners as appropriate.
* Working closely with NACHC staff to refine the scope of work and deliverables as needed as the
project evolves.
Task 2: Ongoing curation and maintenance of the Health Center Resource Clearinghouse
The vendor will provide ongoing hosting, maintenance, content management support, user support, and
reporting for the Clearinghouse for the duration of the period of performance.
Activities include, but are not limited to:
* Providing ongoing hosting, maintenance, security updates, and technical support for the
Clearinghouse.
* Providing knowledge and content management support, including posting new materials,
maintaining metadata and taxonomy, managing the submission workflow, and coordinating
content updates.
* Providing timely responses to urgent revision requests stemming from mandatory federal policy
updates or requests.
* Producing regular analytics and usage reports based (users and events) for NACHC and TA
partners (quarterly and annually), and for the funder (HRSA) (monthly).
* Maintaining marketing efforts including social media and newsletters to promote partner
resources and events featured on the Clearinghouse, in accordance with NACHC's
Communications Policies and Protocols.
* Ensuring the work aligns with NACHC's timeline and organizational needs.
Task 3: Planning, design and ongoing development of the Clearinghouse
The vendor will plan and implement a strategic and feasible redesign for the Clearinghouse, including
the Clearinghouse architecture, user experience design, content migration, technology innovation and
integration and required compliance features.
Activities include:

4
* Facilitating coordination among BPHC-funded TA programs, supporting TA coordination
meetings, and leading planning sessions for the next iteration of the Clearinghouse.
* Developing a prototype of an accessible, professional clearinghouse that clearly organizes and
presents the materials of TA partners and additional approved content and guides users through
curated experiences.
* Delivering enhanced user experience, including intuitive navigation, robust search and filtering,
and mobile-responsive design.
* Implementing modern user tracking and analytics to measure reach, engagement, and resource
use, with the ability to report on metrics required by the funder.
* Providing an access model that allows participants to use the Clearinghouse with limited access
barriers, while preserving the ability to capture meaningful usage data and offer optional
accounts for enhanced features.
* Providing technical consultation to support work on governance and vetting processes to inform
a compatible workflow for timely and consistent resource updates.
* Implement marketing strategy as determined by NACHC to promote the Clearinghouse, NTAP
resources and TA events. This includes social media posts, newsletters, and an events.
* Migrating existing Clearinghouse content (https://www.healthcenterinfo.org/) to a new
platform if needed based on redesign plans, which includes the database of resources, current
navigation and taxonomy, backend coding, submission portal, and existing page content, as well
as functionality used for creating advanced notations for entries such as health center promising
practices.
* Ensuring the platform meets applicable federal requirements, including Section 508/WCAG
accessibility.

resources, evaluating the usability of existing technologies and benchmarking clearinghouse industry
practices with preference for vendors familiar in Clearinghouse use in the public health and health care
delivery sector. NACHC seeks an experienced vendor with the capacity to provide information
technology professionals who have a demonstrated record of assessing and responding to usability for
adult learners, enhancing existing architecture, and formulating innovations to advance content

landscape, including accessibility (e.g., Section 508/WCAG), data privacy and security, and
approved language, acknowledgement, and reporting requirements.
* Familiarity with public health and health care delivery sector and the provision of TA that is
responsive to adult learners.

5
* Demonstrated expertise and innovation in user experience design, including curated content,
navigation, user tracking and analytics, and low-barrier access models (e.g., allowing participants
to skip a login process).
* Expertise in constructing rich text-based search functionality.
* Technical capabilities to maintain content, including materials from multiple partner
organizations.
* Experience with agile development methodology and practice to ensure continued innovation
and responsiveness.
* Ability to deliver high-quality work within a defined timeline.
