STATEMENT OF PURPOSE
The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide engineering and design services to install an emergency backup generator at the new Corporation yard located at 4300 West Capitol Blvd, West Sacramento CA 95691. More details on the City's needs for this work are provided in the Scope of Work .
Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."

Unless the use indicates otherwise, as used throughout this bid and its attachments, the following terms are synonymous:

The City of West Sacramento’s recently completed building its new corporation yard for the Public Works Department. The new Corporation Yard is a critical operations center supporting essential municipal functions, including maintenance of water and sewer infrastructure, stormwater systems, roadways, and emergency response support services. During power outages—whether caused by natural disasters, extreme weather, or utility disruptions—these services risk being delayed or halted, compromising public safety and the City’s ability to respond effectively to emergencies.
An emergency generator would ensure continuity of operations, allowing critical systems to remain fully functional during outages. The facility houses offices, storage units, equipment, vehicles, and technology necessary for first-response maintenance and repair operations across the City. Without a backup power source, staff may be unable to access automated gates, operate fuel pumps, or retrieve work orders and dispatch information stored on electronic systems. These limitations could significantly delay emergency response times and extend the duration of service interruptions experienced by residents and businesses.
A generator will enable uninterrupted access to vital infrastructure and tools, enhancing the City’s resilience and emergency preparedness.
