This is a source of sought notice/RFI only to identify potential sources, capable of providing educational services to service members who lack a high school diploma or equivalent. The attached Performance Work Statement outlines the requirements for the implementation and launch as well as ongoing execution of a full service, end-to-end high school diploma completion program. The program services will entail automatic admission and program enrollment, progress tracking, risk alerts, and reporting, as well as strong student support mechanisms, aimed at graduating students successfully.

It is not to be construed as a commitment by the government to wish you a solicitation or ultimately award a contract.
Responses will not be considered as proposals nor will any award be made as a result of this source of sought notice. All information contained in this source of sought notice/request for information is preliminary as well as subject to modification and is no way binding on the government.

The government does not intend to pay for information received and response to this source of sought notice/RFI. Responders to this invitation, are solely responsible for all expenses associated with responding to this notification. This sources sought notification/RFI will be the basis for collecting information on capabilities available. THIS SOURCES SOUGHT NOTICE/RFI IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES.
PROPRIETARY INFORMATION AND TRADE SECRETS, IF ANY, MUST BE CLEARLY MARKED ON ALL MATERIALS. ALL INFORMATION RECEIVED IN THIS RFI THAT IS MARKED PROPRIETARY WILL BE HANDLED ACCORDINGLY. PLEASE BE ADVISED THAT ALL SUBMISSIONS BECOME GOVERNMENT PROPERTY AND WILL NOT BE RETURNED, NOR WILL RECEIPT BE CONFIRMED. IN ACCORDANCE WITH FAR 15.201E, RESPONSES TO THIS SOURCE OF SOUGHT NOTIFICATION/RFI ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT.

A firm fixed priced non-personal services contract is anticipated that will consist of a one year face period and four, one year option periods. The North American industrial classification system (NAICS) code for this acquisition is 611110.
Firms possessing the requisite skills, resources, and capabilities necessary to perform the stated requirements are invited to respond to this sources sought notice via the submission of an executive summary, no more than three (3) pages in length. Responses must use 12 point Times New Roman font.

The submissions should include the following information: 1) one company, name, address, and point of contact with corresponding phone number and email address, and 2) Dunn’s number, business size and classification, three relevant corporate experience information. Relevant corporate experience information is defined as experience within the past five (5) years that is of the same or similar services to that which is described in the attached performance work statement.

References: The corporate experience should include the applicable contract number, contract period of performance, a brief description of the services provided, and the relevancy of the services to the proposed services for an online high school completion program. A customer point of contact with corresponding telephone number and email address should also be included.

A brief description of the capability and resources should accompany the references and address technical competencies and organizational experience relative to the task areas described in the attached performance work statement. Standard brochures and/or paraphrasing of the source sought notice will not be considered sufficient to demonstrate the capabilities of an interested party.
