Project Description: General Notice Oxford Area Sewer Authority (Owner) is requesting Bids for the construction of the following Project: Valley Avenue Sewer Main Replacement Entech No. 4637.025 Bids for the construction of the Project will be received electronically via the PennBid Program by the Oxford Area Sewer Authority until 2:00 pm local time, Thursday, November 7, 2024. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award. The Project includes the following Work: The Project consists of the replacement of approximately 2,500 linear feet of sanitary sewer main on Valley Avenue from South 3rd Street to the Oxford Borough maintenance garage and approximately 200 linear feet of sanitary sewer main on South 3rd Street from Valley Avenue to Mt. Pleasant Road. The project includes replacing the sanitary mains and manholes and connecting existing services. All work is within Oxford Borough, Chester County, Pennsylvania. The extent of the work is described in the contract documents. Obtaining the Bidding Documents All project documents are available at no cost at PennBid (https://pennbid.bonfirehub.com). Pre-bid Conference A pre-bid conference for the Project will be held on Tuesday, October 15, 2024 at 10:00 am at the Authority office building. Attendance at the pre-bid conference is encouraged but not required. If requested by Bidder, a video conference meeting invitation will be emailed to Bidder’s point of contact for remote attendance. Instructions to Bidders. For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012. Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States – Steel Procurement Act. The Oxford Area Sewer Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
