Overview

Summary

Collin County is issuing a Request for Qualifications to develop a Professional Services Contract for a qualified firm to provide Mechanical, Electrical, and Plumbing (MEP) Engineering Services that may be required on existing and upcoming County projects on an AS NEEDED BASIS. It is intended that this contract will be for a period of one (1) year beginning October 1, 2026, and continuing through and including September 30, 2027, with the option to renew for three (3) additional one (1) year terms

Background

Collin County engages the services of an MEP Engineer through various departments, including Construction and Project, Equipment Services, and Facilities to design, manage, and optimize systems for public buildings and infrastructure. The firm would be involved in activities such as overseeing HVAC, electrical systems, and plumbing across county-owned buildings, assisting staff in reviewing contractor bids for facility renovations, ensuring code compliance, and supporting the energy management and life safety monitoring functions.

All interested firms shall have sufficient, readily available resources in the form of experienced personnel, support services, and specialized subconsultants to carry out the work without delay or shortcomings. On-call services may be short duration and fact paced, therefore, in addition to having sufficient resources to complete selected tasks, the submitting firms must have capacity to complete work within time limits established by the County.

Examples of projects in which the County engaged the MEP Engineering Firm in recent years include, but are not limited to:

  • engineering services for the Adult Detention sprinkler head replacement and removal
  • chilled water line study
  • generator replacements
  • construction oversight on fuel tank replacement
  • engineering services for the plant cooling tower replacement
  • review and observation of final testing of new fire alarm devices at the Adult Detention Facility
  • engineering services for the design and construction of fuel oil tank replacement project
