Description

Purpose:

DFC is seeking experienced outside legal counsel to assist with complex federal employment law matters. This includes representation before administrative bodies and federal courts, and support across all stages of employment litigation. The selected law firm will support the DFC Office of General Counsel by providing expert advice and representation in alignment with federal rules and standards.





Background:

The U.S. International Development Finance Corporation (DFC) is the U.S. Government's developing finance institution. DFC partners with the private sector to finance solutions to the most critical challenges facing the developing world today. DFC invests across sectors including but not limited to energy, healthcare, critical infrastructure, and technology. Objectives:

DFC requires outside legal counsel to support its federal employment law litigation efforts. This includes matters before the Equal Employment Opportunity Commission (EEOC), the Merit Systems Protection Board (MSPB), the Federal Labor Relations Authority (FLRA), the Federal Mediation and Conciliation Service (FMCS), and in federal court in coordination with the Department of Justice (DOJ). Due to the increased complexity and volume of litigation, DFC needs legal representation that is experienced in federal employment law, alternative dispute resolution (ADR), and administrative proceedings.





Key Objectives may include:





• Provide high-quality legal representation in federal employment law litigation.



• Submit timely and accurate pleadings, motions, briefs, and discovery responses.



• Advise DFC on litigation strategy and resolution options.



• Represent DFC in administrative hearings, mediations, and court proceedings.



• Coordinate with DFC’s Office of General Counsel (OGC) and the DOJ to ensure unified legal positions.





The anticipated period of performance consists of one (1) base year of 12 months and one (1) 12-month option period.



The anticipated contract type is Labor-Hours.
