Executive Summary
FHI 360 is a nonprofit human development organization dedicated to improving lives in lasting
ways by advancing coordinated, locally driven solutions. Our staff includes experts in health,
education, nutrition, environment, economic development, community groups, sex, youth,
research, technology, communication, and social marketing- creating a unique mix of
capabilities to address today’s interrelated development challenges. FHI 360 serves more than
60 countries and all U.S. states and territories.
FHI 360 is currently carry out the Meeting Targets and Maintaining Epidemic Control (EpiC)
project, a global initiative funded by the U.S. President’s Emergency Plan for AIDS Relief
(PEPFAR) and the U.S. Department of State to achieve and sustain epidemiological control of
HIV. The project is being led by FHI 360 as the main implementer and spans an eight-year
period, from April 15, 2019, to December 30, 2027.

The EpiC project provides strategic support and direct service delivery (DSD) to overcome
challenges to achieving the 95-95-95 targets and to promote self-reliant management of national
HIV programs by improving HIV case-finding, prevention, and treatment programming.
Since 2023, FHI 360, which is put into action the EpiC project in Central Asia, is also a member
of a consortium of organizations carrying out the Global Health Security and Pandemic
Preparedness program, which aims to protect the health of Kyrgyz people in the context of the
country's preparedness to prevent and respond to public health emergencies.
As part of this effort, EpiC will support the strengthening of the national laboratory system,
including building Biosafety Cabinet (BSC) certification capacity. To achieve this, building upon
the foundational BSC certification training conducted in September 2025, the project EpiC plans
to provide advanced training for local engineers on of BSC certification including
decontamination and repair, delivered by external trainers from internationally recognized
institutions to ensure that biosafety cabinets are properly certified and maintained. The initiative
will reduce the risks of spreading infections that could affect lab staff and the environment.
Objective: To train 34 local engineers in advanced biosafety cabinet certification,
decontamination, troubleshooting, and repair in accordance with NSF/ANSI 49 and EN 12469,
to establish a sustainable national capacity for BSC maintenance and certification.
Key Responsibilities:
Develop a training program with associated materials covering both theoretical and
practical aspects of advanced BSC certification procedures focusing on decontamination
and repair based on international standards NSF 49 and EN 12469.
Building on the foundational BSC certification completed in 2025, deliver advanced
country training for local engineers who have already undergone the basic course.
Ensure that all required materials for hands-on training (training materials, consumables
and any relevant tools) are made available.
Facilitate interactive training sessions and activities that ensure the effective transfer of
knowledge and practical skills to local engineers with a focus on real-world application.
Provide on-site mentorship and follow-up after the training period to support the ongoing
carry out of newly learned skills in the lab.
Adapt the training to local laboratory context, regulatory requirements, and operational
challenges.
Provide post-training resources, including access to a support network or online materials
to ensure continued learning and assistance.
Prepare a narrative report with recommendations to ensure a sustainable system for BSC
certification system.
Fluency or ability to conduct training in Russian language will be an advantage.

Payment will be made upon submission and acceptance of deliverables as outlined in the
Deliverables/Milestones section, in accordance with the contract terms.
Evaluation Criteria
Proposals will be evaluated in accordance with the following criteria:
Technical proposal including trainers CV and relevant experience 60%
Financial proposal 40%
Required Documentation
Proposals must be submitted directly to procurement_epic.kg@fhi360.org no later than 6 p.m on
March 10, 2026 with the subject line: Advanced BSC Certification Training EpiC
Kyrgyzstan and include the following documents in English:
Technical and financial proposals, detailing all requirements for the training (e.g.,

materials, any necessary tools) along with CVs of trainers/experts highlighting relevant
experience;
Proof of registration/legal status of the institution/company; 
Relevant certifications or accreditations of the institution/company in the field of
training on BSC certification
A detailed training plan, including training program, methodology and proposed
schedule.
Safety & liability. Trainer responsible for safety compliance during practical sessions.
Work conducted in accordance with national biosafety rules.

Issuance of the solicitation does not constitute an award commitment by FHI 360

solicitation instructions
FHI 360 will not compensate any offeror for responding to solicitation
FHI 360 reserves the right to issue award based on initial evaluation of offers without further
discussion
FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple
awards based on the solicitation activities
FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to
award determination to promote competition.
