The Texas Department of Motor Vehicles (“TxDMV”)issues this Request for Offers to solicit for a web-based platform (web serviceportal) for TxDMV to access and retrieve previously owned motor vehiclestandard presumptive values (SPVs). The awarded Respondent must also providedownloadable backup software and a database of motor vehicle values to runindependently on TxDMV computers when internet connectivity is interrupted. Theawarded Respondent will provide any enhancements and configuration, functionaltesting, an API, and maintenance and support services for the platform. TxDMVcurrently holds a license for use of Black Book to access andretrieve SPVs (Legacy System).
