Summary

The County of San Mateo Human Resources Department is seeking well-qualified firms to provide relevant, high-quality e-learning content for its approximately 7,000 employees. E-learning content should cover a variety of developmental areas such as business skills, leadership & management, productivity, wellness, etc. The County's workforce includes full-time, part-time, and seasonal staff who perform a diverse range of jobs across various settings, including on-site facilities, remote settings, field assignments, and traditional office environments. This investment in upskill training will enhance employees' professional skills and further develop the quality, efficiency, and effectiveness of County services, in turn directly benefiting the community the County serves.

Background

To support the professional growth of employees in their mission to enhance the lives of San Mateo County residents, the County’s Human Resources Department has been providing learning and development opportunities since the 1980s. Over the years, the program has expanded significantly, now offering a wide array of asynchronous, live in-person, and virtual courses to approximately 7,000 county employees. This Request for Proposal seeks to select a vendor who will provide and support e-learning content via the County’s learning management system, providing countywide professional development content for this diverse audience. The County will be using Workday Learning as its LMS in 2026.
