Summary Details
Through this Request for Proposals, the District of Summerland invites proposals for the design and construction/installation of a new playground at Peach Orchard Beach Park in Summerland, BC. The District requires the design to be completed as soon as possible to facilitate approval from the Province, as the playground location is on Crown land. The District anticipates that the installation will occur in early spring 2026. Substantial Performance for all Work is to be achieved no later than .

To be considered, Quotations must be submitted via bids&tenders electronic bid submission functionality or by email in accordance with the instructions in the RFP. Quotations must be received no later than the Opportunity Closing Date & Time. It is solely the responsibility of the Respondent to ensure that the Quotation is received on time. There will be no public opening.

Term of Engagement

Note that the above timelines may be subject to change if there are any delays related to the Provincial authorization process.

Conditions for Participation and Requirements to Request to Participate
Proposals not clearly demonstrating that they meet the following mandatory criteria will be excluded from further consideration in the evaluation process.Mandatory Criteria:1The Proposal must be received prior to the Closing Date & Time2The Proposal must be submitted in accordance with the requirements of Part B, Section 1.9 – Submission of Proposals
Prior to the execution of the Contract, the Top Ranked Respondent shall deliver to the District:a WorkSafeBC “clearance letter” indicating that the Respondent is in WorkSafeBC compliance;        a copy of the WorkSafeBC “Notice of Project” indicating the Notice of Project confirmation number, if applicable;        certificates of insurance evidencing the policies specified in GC/SGC 11.1 indicating that all such insurance coverage is in place, with the exception that a certificate evidencing project-specific insurance may be provided after the contract is executed; and        a valid District of Summerland business license or inter-community mobile business licence from another Okanagan-Similkameen jurisdiction.
Upon the execution of the Contract, the Top Ranked Respondent shall deliver to the District:
    Bonding
Respondents to this Opportunity shall have submitted a Pre-Qualification Letter from Surety with their Proposal, which confirms that the Respondent is eligible for bonding. The Pre-Qualification Letter from Surety shall be addressed to the District and issued by a surety licensed to carry on the business of suretyship in the Province of British Columbia, and shall be provided in a form acceptable to the District.
Upon execution of the Contract, the Contractor shall deliver to the District a Performance Bond and a Labour and Material Payment Bond, each in the amount of 50% of the “Contract Price”, covering the performance of the Work, including the Contractor’s obligations during the Maintenance Period, issued by a surety licensed to carry on the business of suretyship in the Province of British Columbia, and in a form acceptable to the District (verifiable digital e-bonds preferred).Respondents should note that a Pre-Qualification Letter from Surety is required to be submitted with the Proposal to this Opportunity.
Respondents should note that no Bid Security / Bid Bond is required to be submitted with the Proposal to this Opportunity.WorkSafeBC & InsuranceDuring the Work, the Contractor must follow all WorkSafeBC requirements, and possess the insurance coverage as required by the Contract. Evidence of project-specific insurance must be provided promptly after Contract execution.
