The Defense Logistics Agency (DLA) / Clothing & Textiles Directorate is issuing this Request for Information (RFI) to identify qualified and interested contractors capable of providing suitable solutions for the following requirements under the Optimized Top Owl (OTO) Program:

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 315990 Apparel Accessories and Other Apparel Manufacturing.
The Government may utilize the information collected through this notice for internal planning and general informational purposes. Responses marked “Proprietary” will be protected and handled in accordance with applicable regulations and policy. Respondents are responsible for clearly marking any proprietary or competition-sensitive information in their submissions. The Government retains the right to directly engage individual companies with follow-up questions regarding proprietary information received, without publicly disclosing those questions.
The Government invites interested parties to provide written submissions outlining their company's capabilities and resources to fulfill the requirement. Additionally, please provide the following information:
Responses to this notice should not exceed five (5) pages.
This RFI is only for the purpose of identifying potential sources as part of DLA / Clothing & Textiles’ market research. No Request for Proposal (RFP) exists; therefore, do not request a copy of the RFP.
Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
