REQUEST FOR INFORMATION SURFACE NAVY CURRICULUM AND TRAINING DEVICE DEVELOPMENT

Naval Air Warfare Center Training Systems Division (NAWCTSD) has a requirement for Surface Navy Curriculum and Training Device Development in support of Hull, Mechanical and Engineering (HM&E), Combat Systems, Firefighting and Damage Control, Deck, Navigation, Seamanship & Shiphandling, Amphibious Warfare Training, Littoral Combat Ship (LCS); Immersive Virtual Environment (IVE) Courseware; and, a subset of Live, Virtual, and Constructive Modeling and Simulation (LVCMS) for Surface Warfare Schools Command (SWSC), and Surface Warfare Engineering School Command (SWESC).

The Government would like to establish a contract for the acquisition of Instructor Led Training (ILT), Interactive Media Instruction (IMI) Levels 1-4, and training devices. The Government is looking to procure a combination of curriculum development both with and without subsequent delivery of associated developed training devices. It is anticipated this requirement will be competed pursuant to FAR Part 15 to establish a single award Indefinite Delivery Indefinite Quantity (IDIQ) Contract.

The Government is requesting information from the Small Business community with regard to this dynamic requirement.

1. The anticipated combination of curriculum development both with and without subsequent delivery of associated developed training device.

Based on the information provided in this RFI, NAWCTSD is requesting responses to the following questions from small businesses (NAICS code 541330, Engineering Services, Small Business Size Standard: $25.5M) only:

1. Please provide your company’s input regarding efficient and effective acquisition strategies for the development and delivery of courseware and training devices (or similar) under one contract.


2. What best practices should we consider for modernizing training?


3. What methods have you utilized/do you recommend for ensuring training content remains current?


4. How will you ensure cybersecurity compliance measures are built into the training devices and associated CW?


5. What are the challenges/risks/and potential solutions the Gov should consider for scaling training to large or geographically dispersed workforces?


6. What pricing models do you recommend to maximize efficiency of ordering procedures as well as cost-effectiveness?


7. What teaming partners would you bring to the table and what would be the anticipated workshare in terms of type of work and % of work?
