Justification, Statutory Authority: FAR 13.106-1(b)(1)(i) – Soliciting Competition; (b)Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, and brand-name or industrial mobilization). The authority permitting the use of noncompetitive procedures is 41 U.S.C. 3304 (a)(1).

Synopsis:



This is a Sole Source synopsis published for informational purposes only.



The United States Air Force Test Center/Directorate of Contracting (AFTC/PZZG), Edwards AFB, CA intends to issue a sole source contract to United Rentals Power & HVAC Branch located at 1910 Stonehurst DrRialto, CA to rent a Heat Load Bank.

In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:



We are requesting a severable rental contract with a 12-month period of performance, allowing for termination for convenience. The dedicated chillers are currently experiencing operational instability due to insufficient building heat load, leading to frequent off-line events. The heat load bank is intended to provide the necessary heat load to ensure continuous chiller operation. Specifically, a water-cooled load bank is required to facilitate testing of large electrical systems, such as generators or UPS units, within the facility. Water-cooled load banks offer superior heat dissipation capabilities, particularly in confined environments, by utilizing water circulation to effectively remove generated heat. This results in a more compact footprint, quieter operation, and improved overall heat management compared to air-cooled alternatives.



Given the extensive outreach conducted through both GSA and SAM.gov, with no vendors responding to the Request for Information, a sole source justification is warranted. This lack of response indicates a specialized requirement and limited market availability, suggesting that United Rentals possesses unique capabilities not readily available elsewhere. Pursuing a sole source agreement with United Rentals will ensure timely project completion and access to the necessary expertise while avoiding further delays.



There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement.
