CONTRACT INFORMATION: This is a pre-solicitation notice for a full and open Request for Proposal (RFP) W911KB25R0026 Port of Nome Modification Phase 1A, Nome, AK. The design-bid-build project will extend Nome’s Causeway. The resulting contract will be firm-fixed priced. The estimated dollar magnitude is anticipated to be between $250,000,000 and $500,000,000. The estimated completion date will be approximately 1370 calendar days from notice to proceed.
The procurement will be conducted using best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation. There is no stipend authorized for this procurement. Offerors are advised that a contract resulting from this solicitation is subject to availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All Offerors are advised that this project may be canceled or revised at any time during solicitation, selection, evaluation, negotiation and up to final award. All Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/SAM/); joint ventures must be registered in SAM as the joint venture. An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award.
NAICS Code of Acquisition: 237990. The Small Business size standard is $45,000,000.
Davis Bacon Act will apply.
PROJECT INFORMATION: The Port of Nome Modification Project, Phase 1A will include construction of a 1,200-foot long extension to the existing Nome Causeway consisting of a layered aggregate and rock embankment protected by 18-ton armor stone. The causeway extension incorporates a 30-foot wide road surface and includes a 600-foot long OpenCell™ sheet pile dock. This project includes removal of the 250-foot long Spur Breakwater and existing 22-ton armor stone and B-rock underlayer at the nose of the causeway. Construction of the armor protection includes excavation of seabed material, which will be placed upland or in a nearby nearshore placement zone to the east of the harbor at the Port of Nome.
A completed and signed Project Labor Agreement will be required with submission of the proposal – offerors must comply with FAR 52.222-33.
