Project: City of Crawfordsville Market Street at CSX Railroad Grade Separation Project

The Crawfordsville Board of Public Works and Safety hereby gives notice that it will receive sealed proposals /qualifications for the above described “Project” at the offices of the City Clerk-Treasurer, 300 East Pike Street, Crawfordsville, Indiana 47933 (City Building) until 10:00 A.M. EST and in the Council Chambers at the same address until 10:00 a.m. EST on or before October 15, 2025. No late submissions will be accepted. The City of Crawfordsville will not be held responsible for mishandled, late, or lost qualification packages. Email and Facsimile qualifications will NOT be considered unless otherwise authorized.

The project scope includes the elimination of an at-grade railroad crossing (grade separation) at the existing Market Street and CSX Railroad crossing (US DOT ID: 341400J) to improve safety, mobility, emergency response, and economic considerations. The project design and process shall comply with Federal Railroad Administration (FRA) development guidance and funding requirements. The objective of the project is to complete the Project Planning and Project Development stages of the FRA’s Railroad Capital Projects lifecycle to position the City of Crawfordsville to apply for future funding opportunities to later complete the Final Design and Construction lifecycles for this grade elimination project. The construction cost for the project is currently estimated at $20.73M.

All proposals shall be limited to 12 8 ½” x 11” pages, and contain the following: 1) Provide the firm name, address of the office responsible for the work to be performed, and the name and email address of the contact person authorized to negotiate for the associated work; 2) List all proposed subconsultants and the percentage of work to be performed by the prime consultant and each sub consultant. Also list the prequalification categories of each consultant to meet the project’s requirements outlined in the full RFQ.; 3) Identify the Project Manager and other key staff members of the project’s major disciplines, including key sub consultant staff. Address the experience and qualifications of the key staff members on projects of similar scope and complexity; 4) Describe the capacity of the consultant staff and their ability to perform the work in a timely manner to meet scheduled dates; 5) Provide a description of your project approach to each of the tasks of this requirement. For all items address your firm’s technical ability to perform the services, and include any cost containment practices, innovative ideas, or other relevant information to inform the selection board of your firm’s qualifications; and 6) proof of current insurance meeting insurance requirements outlined in the proposal documents. The offeror must execute a non-collusion affidavit as required by the State of Indiana. The proposal envelope must be sealed and have the words “City of Crawfordsville Market Street at CSX Railroad Grade Separation Project.”

Responses will be evaluated based upon the respondent’s documented ability to satisfy this RFQ’s requirements. Both the threshold and selection criteria include the following: 1) Capacity of the team to do the work (20%); 2) team’s demonstrated qualifications (20%); 3) project management (30%); and 4) approach to project (30%).

Respondents must assure that they have obtained the complete RFQ document and assume the risk of any errors or omissions in proposals prepared in reliance on incomplete information.
