August 26, 2025 - On July 8, 2025, the GSA’s Office of Professional Services and Human Capital Categories closed the OASIS+ Phase II Request for Information (RFI) for the new indefinite-delivery indefinite-quantity (IDIQ) best-in-class (BIC) multi-agency contract (MAC) program. The RFI was posted on SAM.gov on June 17, 2025.
GSA received more than 1200 responses to the RFI that sought feedback from services providers within Industry to develop evaluation criteria (scoring cards) and refine technical capabilities for five new potential domains, namely: Financial Services, Human Capital, Marketing and Public Relations, Social Services, and Business Administration.
In addition, the agency received over 240 questions via the Phase II Questions In-take form. Responses to the more frequently asked questions and those deemed broadly beneficial and relevant to any potential future RFP, should one be issued, are provided in the attachment titled “OASIS Plus Phase II RFI Questions and Answers Final Version_8-19-2025.xlsx” within this SAM.gov posting via the “Attachment” section. The questions and answers are sorted by common themes to make it easier for stakeholders to navigate. Please note that the responses shared here are considered market research and are pre-decisional.
As a reminder, should competitive Phase II solicitations be released, they will be posted on the official SAM.gov website.
