A tentative schedule for completing the work. Include in the schedule any identifying
milestones.
Proposed Cost. (not to exceed, lump sum price)
Provide two fees. One fee for the design of the roadway, which includes the waterlines
and drainage designs. The road design fee should include a task line item for answering
contractor questions during the bidding process.
Provide a separate fee for development of the Beehive Bikeway Trail concept.
Riverton City 12800 South Road Design and Beehive Bikeway Segment
Conceptual Design Scope of Work
Riverton City is looking to hire a consultant to provide road design services for a segment of 12800
South between approximately 1630 West to just east of 1300 West. Sections of the road lack curb and
gutter, sidewalks and other edge amenities. Additionally, there is a section with a deep drainage
facility that needs to be redesigned/modified and there are culinary and secondary waterline system
improvements needed. The design will also include the realignment of Withers Lane so the 1300 West
intersection squares up.
Additionally, Riverton City has received a state grant to develop a concept plan for a segment of the
Beehive Bikeway trail stretching from the South Jordan Canal to just east of 1300 West. The state grant
amount is $49,500 and will be administered by Hugh Van Wagenen with Wasatch Front Regional
Council (WFRC). The goal of this concept design is to ensure the concept trail segment fits
within/adjacent to the future 12800 South cross section.
Riverton City anticipates the road segment design and trail concept design to be provided by the
same consultant. Consultants will provide Riverton City with two fees and two scopes of service,
one for road segment design and a separate one for trail concept design. An agreement with
Riverton City will be executed for the road segment design. A separate agreement through WFRC
will be executed for the trail concept design. The trail concept design is contractually to be
completed by June 30, 2026 (Riverton City and WFRC will work with selected consultant if this
time frame is an issue).
Following is a suggested scope of work:
12800 South Road Segment Design
12800 South is currently classified as a minor collector but has a right-of-way (ROW) width
of 66 feet. Tasks included with the 12800 South segment design include but not limited to
the following:
Survey the proposed corridor
o Survey extents are Redwood Road east boundary to a point 260 feet east of
the centerline of 1300 West and from east ROW boundary to west ROW
boundary
o Survey features that are outside of these boundaries that may impact the
design such as the canal crossing
o Topographic survey to include all surface features including grade
elevations and Blue Staked utilities. Sewer, storm and other manholes are
to be dipped
Identify existing buried and overhead utilities in the corridor
o Survey and research at a QL-C
o Identify utilities with potential conflicts

o Provide a QL-A for potential utility conflicts. A separate fee is to be provided
based on a per pothole cost for up to 10 potholes
Identify and provide property/ROW boundaries
o Identify and address any parcel conflicts
Culinary and secondary waterline design – The existing waterlines are functional
with the following changes:
o Replace approximately 25 service lines
o Retrofit meter vaults as needed
o Replace 3 hydrants in the system
o Add a sampling station
o Replace a segment of the pressure irrigation pipe near South Jordan canal
Realign Withers Lane with 12800 South intersection
o Provide a signal warrant study for the proposed 1300 West and 12800
South intersection
If a signal is warranted, provide space for the trail crossing
If a signal is not warranted. Provide space for a potential raised cross
walk and a hawk signal
Road Work Scope of Work
o It is anticipated the road surface will be widened to the south in places. The
existing curb and gutter is the anticipated proposed edge line for the
proposed road surface
o Once widened, the full road width will be overlayed
o Infill curb and gutter and sidewalk where deficient/lacking. Use existing
curb and gutter and sidewalk where they fit the proposed road section
o From the trail concept plan, preserve space for the future trail
o Address drainage issues along 12800 South. There are current ROW/road
sections that flow to the south to an existing canal turnout. The existing
canal turnout will need to be addressed (remain as is, pipe, etc.)
Geotechnical Investigation
o Provide two shallow bores along the project limits
o Information to determine quality of base material and road profile design
Project timing
o Construction anticipated for spring/summer 2027
o 12800 South to be functional during Town Days and other large park events
Outreach
o A public meeting(s) will not be required, but need to connect with the
adjacent residents to determine current drainage issues, access concerns,
construction issues, etc. within the project limits

Schedule and hold a monthly update team meeting
Schedule and hold a plans-in-hand meeting for 30% completion and
70% completion reviews

Beehive Bikeway Trail Segment Concept Plan
The Beehive Bikeway trail will be a shared 10 to 12-foot-wide paved trail along the south
edge of Riverton City Park. Tasks included with the 12800 South segment design includes
but not limited to the following:
Alternative Analysis - Analyze two alternative layouts:
o A protected trail 10 to 12 feet wide immediately north abutting the road
o A trail 10 to 12 feet following the existing sidewalk between the existing
trees
Survey the proposed corridors
o Survey will extend from the South Jordan canal to just east of 1300 West.
This survey will augment the survey work performed for the 12800 South
design. Survey will include a section in Riverton City Park as noted in the
above alternative analysis
o Survey features that are outside of these boundaries that may impact the
concept layout
o Topographic survey to include all surface features including grade
elevations and Blue Staked utilities
Identify existing buried and overhead utilities in the corridor
o Survey and research at a QL-C
o Identify utilities with potential conflicts
Identify and provide property/ROW boundaries
o Identify any parcel conflicts
Realign Withers Lane with 12800 South intersection
o Develop a 1300 West bike/pedestrian protected crossing assuming a
proposed traffic signal is installed versus a traffic signal not being warranted
for the intersection
Project timing
o Concept plan, contractually, is to be completed by June 30, 2026. Riverton
City and WFRC will work with selected consultant if this time frame is an
issue
Outreach
o A public meeting(s) will not be required, but the two alternatives will be
presented to our Parks and Trails Committee for their input. Staff will
present the alternatives. Consultant will only need to provide displays. It is
anticipated the presentation will occur at about 90% completion.
