2025 Fiber Optic Construction

Conduit and Fiber Optic Cable Installation

Qualified individuals, firms or consortiums are invited to submit a proposal to the Town of Breckenridge (“hereinafter referred to as “OWNER”) for General Contractor (GC) services for the 2025 Fiber Optic Construction.

It is the intention of the Town to negotiate a final unit price contract based upon the pricing submitted in the proposal and any changes incorporated into the final construction documents. However, the Town shall not be obligated to award a construction contract to the GC.

The purpose of this solicitation is to bind a competent, experienced contractor into a formal Agreement with the OWNER to perform the work described in this Request for Proposals and the attachments hereto.

Proposers are cautioned to read the entire Request for Proposals, noting all particular submittal requirements, including both substance and format. Failure to provide all requested information in the manner required might be cause for rejection of proposal at the sole discretion of the OWNER.

This invitation should not be construed as a commitment of any kind on the part of the OWNER, nor does it commit the OWNER to pay for any costs incurred in the submission of a proposal package, nor for any costs incurred prior to the execution of a formal Agreement. The OWNER reserves the right to award some, all, or none or the parts of the proposal.

To be considered, proposals must be received by the OWNER before 12:00 p.m. (noon) MST on Friday, April 4, 2025 at: KristinB@townofbreckenridge.com . The proposal must be received electronically as one PDF document. The attachment shall not exceed 10MB.

Any proposal received after that time shall not be considered but shall be returned unopened to the proposer. Prospective proposers are advised that the OWNER shall make a good faith effort to adhere to the following schedule for this procurement:

• Procedural and technical questions are to be submitted no later than 5:00pm on March 26, 2025 to: KristinB@townofbreckenridge.com
• A ny addendum to the RFP will be issued prior to March 28, 2025.

Bidders are advised that the bids are subject to public disclosure under Colorado Law and will not be treated as confidential. All materials submitted become the property of the Town and may be made public in whole or in part at the discretion of the Town with two notable exceptions. Information marked confidential such as trade secrets and references shall be treated as privileged information and confidential commercial information under the Colorado Open Records Law.
