PUBLIC NOTICE is hereby given that the following Ordinance was submitted in writing, introduced, read by title and passed on first reading at a meeting of the Township Committee of the Township of Millburn, in the County of Essex on Tuesday, July 14, 2026. The ordinance will be considered for final passage and adoption at the public hearing held at a Township Committee meeting beginning at 7:00 p.m. on Tuesday, August 11, 2026 at the Millburn Education Center, 434 Millburn Avenue, Millburn, New Jersey when and where or at such time and place to which said meeting may be adjourned, all persons interested will be given an opportunity to be heard concerning said ordinance. The Millburn Education Center will open for this meeting beginning at 6:45PM and details on the meeting and agenda may be located at town hall, on our website

ORDINANCE NO. 2757-26
ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER VII “TRAFFIC”, SECTION 7-20 “STOP INTERSECTIONS” OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF MILLBURN
STATEMENT OF PURPOSE: The proposed amendment to the Traffic Ordinance is to authorize the installation of an “all way” stop at the intersection of Hobart Avenue and Station Plaza. At the request of the Township’s Engineering office, over concerns raised regarding lighting, sight lines and pedestrian safety, this intersection was evaluated in a traffic study performed by Brightview Engineering. The study identified deficiencies at the intersection and was found to meet the warrants of “all way” stop control.
WHEREAS, Brightview Engineering conducted a warrant study and has recommended that 7-20 “Stop Intersections” be amended to establish an “all way” stop at the intersection of Hobart Avenue and Station Plaza; and
WHEREAS, the report from Brightview Engineering has been reviewed by the Township of Millburn Engineering Department and Millburn Police Department Traffic Bureau; and
WHEREAS, this recommendation comes from concerns regarding the safety of the intersection after a warrant study was performed to evaluate crash data, pedestrian traffic, sight distance, lighting, traffic counts and other relevant information.
NOW THEREFORE BE IT ORDAINED BY THE TOWNSHIP COMMITTEE OF THE TOWNSHIP OF MILLBURN, IN THE COUNTY OF ESSEX AND THE STATE OF NEW JERSEY, as follows:
Section 1. Article VII entitled “Traffic” of the Revised General Ordinances of the Township of Millburn is hereby amended as follows:
Section 7-20 – “Stop Intersections” is amended and supplemented to include the following intersection
Intersection STOP Sign on:
Hobart Avenue and Station Plaza All way stop
*STOP SIGN, Type R1-1 (30”), shall be installed on Hobart Avenue facing eastbound and westbound traffic, approaching
the intersections of Station Plaza. The sign at Station Plaza shall remain in place.
Section 2. The provisions of this Ordinance are severable, and the invalidity of any phrase, clause or part of this Ordinance shall not affect the validity or effectiveness of the remainder of the Ordinance.
Section 3. This Ordinance shall take effect after final passage and publication as provided by law.
