Addendum 2 has been posted, extending the RFP deadline to October 24, 2025, revising Attachment E and the Sample Contract and Exhibits, and answering questions received by the due date and time specified in the RFP.

Addendum 1 has been posted, extending the RFP deadline to October 17, 2025 and providing an update on the Q&A.

THIS IS A FORMAL EVENT/REQUEST FOR PROPOSAL. Non-electronic and email responses WILL NOT BE ACCEPTED. The response must be submitted through the SWIFT Supplier Portal no later than the date and time called for in the Event.

PURPOSE. The purpose of the solicitation is to receive responses and award a contract with a contractor for a web-based system to monitor, run, review, and analyze driver’s license/motor vehicle records. These checks are needed to determine the risk level of prospective and current State employees who are required to drive as part of their employment with the State.

CONTRACT TERM. The anticipated initial contract term will be from May 1, 2026, or the date of contract execution whichever occurs later, through April 30, 2028.

SUBMITTING QUESTIONS. The deadline for submitting questions is September 24, 2025, at 3:00 p.m., Central Time. Questions must be submitted in writing to Lana DuPaul at lana.dupaul@state.mn.us. All questions received by the cutoff date and time will be responded to via an addendum.
