  1. ​NOTICE



This Sources Sought Synopsis (SSS)/Request for Information (RFI) is issued for informational purposes and market research only; it does not constitute a solicitation. The Government will not reimburse any company or individual for any expenses associated with preparing/submitting information in response to this posting. The information provided may be used by the Government in developing its acquisition strategy, statement of work/statement of objectives, and/or performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained within their response as instructed later in this posting.






  1. ​BACKGROUND AND SCOPE



The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate, Special Warfare (SW) Program Office (AFLCMC/WISN) is conducting market research to identify possible sources capable of providing a Mesh Network Broadcast Relay.






  1. ​CAPABILITY GAP



Guardian Angel (GA) requires a maneuverable mesh network broadcast relay capability to transmit Line of Sight (LOS) voice and data over 250 NM. This capability should include radios with configuration software, power solutions, mesh network waveform technology, directional antennas designed for transmitting mesh network waveforms, and all required cables. The capability should be ruggedized for field use and placement in inclement weather, transportable by an operator in a backpack or rucksack, and able to be rapidly set up and disassembled. It also must not store Type 1 encryption keys or data, allowing it to be placed remotely and unsupervised. The system must include various pieces of communications hardware to include radios, antennas, batteries, power supplies, storage cases, and cabling. The system may also include transmission waveform software and radio programming applications.









System Requirements:





Key Performance Parameters (KPPs)



KPP: System must be ruggedized and man-portable (T=O).



KPP: System shall be capable of transmitting TSMx over 200NM (Threshold (T)); 300NM (Objective (O)).



KPP: System shall be capable of transmitting on frequencies from 300MHz – 6GHz.



KPP: System shall be capable of transmitting TSMx at data rates of 50 Mbps (T); 100 Mbps (O).



KPP: System waveform technology shall possess proven low probability of Intercept (LPI)/low probability of detection (LPD) characteristics (T=O).



KPP: System waveform technology shall posses anti-jamming suppression of 18 – 30 dB (T=O).



KPP: System shall be capable of adjustable channel bandwidth from 5 MHz to 20 MHz (T=O).



KPP: System shall not store Type 1 encryption keys or encrypted data, allowing it to be placed and remain unsupervised (T=O).
