NOTICE TO BIDDERS
The City of Emporia, Kansas, is seeking sealed bids from qualified vendors for the purchase of one (1) 2026 Utility Truck Cab and Chassis for use by the Public Works Department.
Bids will be accepted at the City Clerkâs Office at 104 E. 5th Ave, Emporia, Kansas by June 12, 2026, at 2:00 PM.
GENERAL DESCRIPTION
The City intends to purchase a heavy-duty cab and chassis unit meeting the specifications outlined below. The unit will be used for municipal operations and must be capable of handling heavy payloads and equipment installations.
MINIMUM SPECIFICATIONS
All bids must meet or exceed the following minimum specifications:

Engine: 6.7L Diesel Engine

Drivetrain: Four-Wheel Drive (4WD)

Rear Axle: Dual Rear Axle (Dually)

Cab to Axle Length: 84 inches
-
Payload Capacity: Greater than 6,000 pounds
-
Gross Axle Weight Rating (GAWR): Greater than 10,400 pounds
-
Gross Combined Weight Rating (GCWR): Greater than 40,000 pounds
DELIVERY REQUIREMENTS
The awarded vendor shall deliver the chassis directly to:

The City of Emporia may take delivery of the vehicle and coordinate transport to the upfitter.

The chassis will be upfitted with a utility bed and emergency lighting by the above-listed vendor.

Billing Coordination: American Equipment Co. will bill the dealership/vendor directly for the utility bed and emergency lighting installation. Vendors must be willing to coordinate with the upfitter for this arrangement.

Coordination with the City and American Equipment Co. is required prior to delivery.
BID SUBMITTAL REQUIREMENTS
Bidders shall include the following in their submission:

Total purchase price (including delivery)

Any deviations from specifications clearly noted

EVALUATION CRITERIA
Bids will be evaluated based on, but not limited to:

Warranty and service support
The City reserves the right to reject any or all bids and to accept the bid deemed most advantageous to the City.
TERMS AND CONDITIONS

The City of Emporia is exempt from federal excise tax and Kansas state sales tax.

Payment terms shall be net 30 unless otherwise specified.

All equipment must be new and unused.

The vendor shall comply with all applicable federal, state, and local regulations.
RESERVATION OF RIGHTS
The City of Emporia reserves the right to waive informalities and to reject any or all bids if it is in the best interest of the City to do so.
