Warm Waste Pond
1. INTRODUCTION
Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors for the construction of a new lined warm waste pond at the Advanced Test Reactor (ATR) Complex to support ongoing ATR operations.
2. BACKGROUND
INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. The ATR Complex requires an additional lined pond to expand the capacity and enhance resiliency. Subcontractors should expect compliance with applicable federal, state, and local requirements – including environmental, safety, and electrical standards – and INL site procedures and quality programs. The scope of work may include the following:
• Pond footprint up to ~25% larger than existing individual warm waste ponds.
• CSPE-R primary geomembrane liner installation, including subgrade preparation, anchor trenches, and seam QA/QC.
• HDPE secondary liner (double-lined system) with leak-detection layers and monitoring infrastructure.
• Extension of the existing gravel road for construction access and long-term operations.
• Extension of existing chain-link fence and security features around the new pond.
• Power service to the new pond, including electrical distribution for monitoring, pumping, and controls.
• Extension of the existing discharge line to the new pond with required tie-ins and isolation.
• Leak detection system and redundant pumping system, including controls integration and performance testing.
3. PROCESS
This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration.
4. SUBMITTAL REQUIREMENTS
Interested vendors should submit an Expression of Interest that includes the following:
• Company name and point of contact
• Description of relevant capabilities and experience with earthwork and pond construction; CSPE-R and HDPE geomembrane installation; double-liner leak-detection systems; industrial pumping and controls; civil/site (roads, rending); and pipeline extensions in industrial settings.
• NAICS codes and business size classification
• Any existing DOE or federal contracting experience (if applicable)
