ADVERTISEMENT FOR BIDS FOR CONSTRUCTION OF

WATER SYSTEM IMPROVEMENTS – PHASE II – PART B

for THE COOSA WATER AUTHORITY, GEORGIA

Sealed proposals will be received by the Coosa Water Authority, Georgia at the Authority’s Office, P.O. Box 804 (U. S. Postal Service), 4707 Blue Ridge Highway (Hand Delivery or Shipping), Blairsville, Georgia  30514 until 11:00 a.m. local time, Tuesday, April 29, 2025, at which time and place they will be publicly opened and read.  No submitted bid may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days.

All Bidders must have a State of Georgia Utility Contractor License and must employ a state “Utility Manager” certificate holder who will have oversight of all the work.

The work to be done consists of furnishing all materials, equipment and labor for the construction of:

Approximately 5,000 linear feet of six-inch (6²) water line, all complete with appurtenances.

Time allotted for construction is 90  consecutive calendar days for substantial completion and 120 days for final completion.

Proposals for the complete work in one general contract shall be made on the proposal form provided and shall contain prices in words and figures for the work bid on.

The work to be performed under this contract is partially funded with federal funds from the State and Local Fiscal Recovery Fund (SLFRF) Water Sewer Infrastructure Grants established via the American Rescue Plan Act of 2021 and therefore is subject to federal laws and regulations associated with that program.[AA1]   All SRF and American Iron and Steel Special Conditions requirements apply.  The Authority prefers the purchase, acquisition or use of goods, products or materials produced in the United States.

All proposals shall be accompanied by a Bid Bond drawn in favor of the Coosa Water Authority, Georgia, in the amount of at least 5% of the lump sum bid for the complete work; such Bid Bond representing that the Bidder, if awarded the contract, will promptly enter into a contract and furnish Performance Bond and Payment Bond as provided by law and approved by the Attorney for the Coosa Water Authority, Georgia.  Each bond shall be equal to 100% of the contract amount.  The Bid Bond shall be forfeited to the Coosa Water Authority, Georgia as liquidated damages if the Bidder fails to execute the contract and provide Performance and Payment Bonds within 10 days after being notified that he has been awarded the contract.

Drawings and Specifications are open to public inspection at the office of the Coosa Water Authority, Georgia and at the offices of Turnipseed Engineers in Atlanta and Augusta, Georgia.

Plans and specifications must be obtained at https://turnipseed.com/current-projects/out-for-bid/.  A digital copy of the plans and specifications as well as one (1) printed copy of the specifications will be provided upon receipt of $200.  Printed full size or reduced drawings are available upon request at no additional charge.

The Owner reserves the right to reject any or all bids and to waive informalities.
