The purpose of this solicitation is to procure the services of a contractor to write the Virginia's Forestland and Urban Tree Canopy Conservation Plan, established by the General Assembly during the 2024 Regular Session. The goal of the Plan is to develop actions to achieve a net increase in healthy, resilient forestland and tree canopy, focused on ecological integrity, public health, and climate resilience. The Department of Forestry is mandated to create this Plan to conserve the Commonwealth's forestland and incentivize the protection of forests and other similar sensitive natural areas. The Plan must be reviewed by the Board of Forestry and developed with a Technical Advisory Committee, including representatives from state agencies and private industry.
